Senior Program Manager

Steampunk is seeking a Senior Program Manager to lead delivery of a large-scale, multi-year federal IT governance and modernization advisory program operating under an outcome-based, award-fee contract structure. You will serve as the primary point of accountability for program performance — measured on demonstrated quality and mission impact, not task completion alone. This is a consultative, client-facing leadership role: you'll be the client's trusted advisor, a coach and mentor to government teams, and the person accountable for delivering a complex, multi-workstream program in a federal contracting environment.

 

Contributions

• Own the integrated master schedule, staffing plan, and risk register; maintain zero unmitigated high risks carried beyond 30 days
• Acknowledge COR-directed actions and escalate emerging issues, with resolution plans delivered
• Lead Transition-In and Transition-Out planning, including staffing ramp-up, knowledge transfer from any incumbent, and system access coordination
• Chair the cross-team program cadence integrating strategy/design and technical delivery leads into one decision-ready program view
• Deliver monthly status reports and quarterly risk register updates meeting Section 508 conformance
• Build documentation-as-you-go and sustainment procedures so the client can operate the program management capability without dependence on any individual contractor employee
• Serve as the primary liaison between the client, technical teams, and leadership, driving successful outcomes within contract terms, timelines, and budget
• Define program scope, objectives, deliverables, and success metrics in collaboration with stakeholders
• Generate executive-level reports and dashboards on program health, milestones, and financial performance, using data-driven insights to recommend improvements
• Coach and mentor client personnel, building leaders and self-organizing teams that are motivated and client-focused

 

Qualifications

Required

• Ability to obtain and maintain a U.S. government security clearance
• Bachelor's degree, preferably in Information Technology, Business, or a related field
• 10+ years of program management experience leading complex, multi-workstream federal programs
• Current PMP, FAC-P/PM, or equivalent industry-recognized credential
• Demonstrated proficiency in integrated scheduling, financial management, acquisition support, performance measurement, quality management, executive reporting, and risk/issue management
• Demonstrated ability to apply Agile, product management, DevSecOps, hybrid, or traditional delivery methods as appropriate to the work, including familiarity with common Agile tooling (e.g., Jira or equivalent)
• Strong track record building trust, resolving conflict, and sustaining team performance across government, contractor, and vendor stakeholders
• Demonstrated ability to influence and consult while providing thought leadership to stakeholders on governance, program management, and business process challenges
• Experience defining program scope, objectives, deliverables, and success metrics in collaboration with stakeholders
• Excellent written and verbal communication skills, with strong presentation and facilitation abilities
• Strong organizational and analytical skills
• Knowledge of federal government procurement processes and compliance standards (e.g., FAR, DFARS)
• Experience managing contract budgets, CLINs, and subcontractor/partner relationships
• Local to Baltimore, MD metro area and willing to go on client site at least 2 days a week

Preferred

• Experience building knowledge-transfer programs that reduce long-term contractor dependency
• Master's degree in a related field
• Scrum Master certification
• Active federal security clearance
• Experience with Human-Centered Design

Steampunk relies on several factors to determine salary, including but not limited to geographic location, contractual requirements, education, knowledge, skills, competencies, and experience. The projected compensation range for this position is $150,000 to $225,000.  The estimate displayed represents a typical annual salary range for this position.
