General Summary:

Qualcomm is seeking an experienced Strategic Sourcing Manager to lead sourcing strategy, supplier management, commercial negotiations, and supply risk mitigation across OSAT, EMS, and semiconductor technology partners. This individual will be responsible for developing and executing supplier strategies that drive long-term supply assurance, cost competitiveness, technology enablement, and business growth across Qualcomm product portfolios. The role requires close collaboration with Engineering, Supply Chain, Product Management, Finance, Legal, and Operations teams, while influencing key supplier and business decisions through data-driven recommendations.

Key Responsibilities

• Develop and execute sourcing strategies to optimize cost, quality, capacity, technology access, and supply continuity.
• Lead RFx activities, supplier evaluation, supplier selection, commercial negotiations, and contract execution.
• Manage pricing, capacity commitments, supplier performance, relationships, and contractual compliance.
• Build long-term supplier partnerships and drive continuous improvement.
• Collaborate with Engineering, Supply Chain, Product Management, Finance, Legal, Operations, and other organizations.
• Utilize market intelligence, supplier cost modeling, and spend analytics.
• Mitigate supply chain, technology, capacity, and ecosystem risks.
• Analyze and prepare executive recommendations and business cases for leadership.

Basic Qualifications

• Bachelor's degree in Engineering, Supply Chain, Business, or related discipline.
• 8+ years of semiconductor sourcing, procurement, or supply chain experience.
• 5+ years managing OSAT, EMS, or semiconductor manufacturing partners.
• Strong and fundamental understanding of semiconductor packaging, assembly and test, bumping, and WLP technologies.
• Proven cross-functional leadership and stakeholder management skills.
• Strong analytical, negotiation, and communication skills.
• Project management experience preferred.

Preferred Qualifications

• MBA or Master degree in Engineering, Supply Chain, Operations, or Business Administration.
• Experience working with leading semiconductor suppliers in Taiwan and Asia.
• Strong commercial negotiation and supplier development experience.

Level of Responsibility

• Works independently with minimal supervision.
• Influences strategic business and sourcing decisions.
• Requires solid verbal and written communication skills to manage complex supplier relationships across multiple technologies.
• Operates within budgetary and business objectives.
• Demonstrates creativity and innovation in solving sourcing challenges.
• Communicates effectively with executive leadership and supplier executives.

Minimum Qualifications:
