Responsibilities

As a Sourcing Manager with Hines, you will provide leadership and end-to-end management of sourcing and procurement activities supporting property, facilities, engineering, and capital project spend across a major commercial office portfolio.

 

This position is responsible for leading complex competitive procurement events, negotiating commercially advantageous agreements, managing supplier risk and performance, and advising senior Hines and client stakeholders on procurement decisions. The Sourcing Manager will operate with a high degree of independence, lead cross-functional initiatives, mentor less-experienced team members, and help strengthen the governance, scalability, and overall effectiveness of the Sourcing and Procurement Management Program.

 

The successful candidate will demonstrate strategic judgment, leadership capabilities, and appropriate business acumen to navigate a complex operating structure. Responsibilities include, but are not limited to:

 

  • Lead end-to-end sourcing and procurement activities for operational services, engineering requirements, and capital projects across a major commercial office portfolio.
  • Develop and execute sourcing strategies aligned with portfolio priorities, operational requirements, financial objectives, and client expectations.
  • Manage complex competitive procurement events, including requests for proposal, requests for quotation, requests for information, contract renewals, supplier transitions, and bid-waiver evaluations.
  • Partner with Hines Platform Management, Property Management, Facilities Management, Engineering, Finance, Contract Administration, Legal, Risk Management, and client stakeholders to define requirements and establish sourcing priorities.
  • Analyze supplier spend, market conditions, contract expirations, service requirements, and supplier concentration to identify savings, consolidation, risk-reduction, and operational improvement opportunities.
  • Establish sourcing schedules, project milestones, stakeholder responsibilities, and approval requirements to ensure initiatives are completed accurately and on time.
  • Conduct all sourcing activities with integrity, professionalism, transparency, and adherence to Hines and client procurement requirements.
  • Develop comprehensive bid documentation, including scopes of work, key performance indicators, service-level requirements, pricing templates, supplier bid lists, evaluation criteria, project schedules, and comparison summaries.
  • Lead supplier meetings, site visits, bidder conferences, clarification sessions, interviews, and final presentations.
  • Develop negotiation strategies and lead negotiations involving pricing, escalation structures, payment terms, performance standards, contract duration, termination rights, risk allocation, and other material business terms.
  • Prepare executive-level award recommendations, sourcing analyses, project presentations, and bid-waiver justifications for Hines and client approval.
  • Present formal sourcing recommendations to senior Hines and client stakeholders, as required.
  • Coordinate with Hines Contract Administration and Legal teams to translate approved sourcing outcomes into accurate and enforceable agreements.
  • Draft and review contracts, amendments, statements of work, exhibits, pricing schedules, and other commercial documentation.
  • Act as the primary liaison among business stakeholders, Legal, suppliers, and client representatives during contract review and negotiation.
  • Coordinate the execution of contracts, amendments, nondisclosure agreements, and related procurement documentation.
  • Identify contractual, operational, financial, and supplier risks and recommend appropriate mitigation strategies.
  • Lead supplier due diligence and onboarding activities through platforms such as Achilles and GRMS.
  • Partner with operational teams to establish supplier performance expectations, governance routines, and corrective action plans.
  • Support the resolution of supplier performance, billing, compliance, and contractual issues.
  • Evaluate incumbent supplier performance and market competitiveness to support renewal, rebid, remediation, or replacement decisions.
  • Partner with Finance, Accounts Payable, Facilities Management, Property Management, and Engineering teams to investigate and resolve billing and purchase-order issues.
  • Develop financial analyses, pricing comparisons, cost-benefit evaluations, total-cost-of-ownership models, and sourcing scenarios.
  • Track, validate, and report savings, cost avoidance, supplier diversity, sourcing activity, contract coverage, compliance, and other procurement performance indicators.
  • Assist with the development of annual and multiyear expense and capital sourcing plans, strategies, and schedules.
  • Help establish scalable sourcing processes, governance standards, templates, reporting tools, and operating procedures.
  • Identify opportunities to improve procurement efficiency, stakeholder experience, data quality, compliance, and decision-making.
  • Partner with Hines Strategic Sourcing to ensure alignment with enterprise standards, preferred practices, and strategic initiatives.
  • Provide guidance, coaching, and quality oversight to less-experienced team members and stakeholders involved in procurement activities.
  • Represent the sourcing function in senior stakeholder meetings and serve as a delegate for sourcing leadership when required.
  • Perform additional strategic analyses and cross-departmental assignments as requested.

Qualifications

Minimum Requirements include: 

 

  • Bachelor’s degree in Supply Chain Management, Finance, Accounting, Business Administration, Engineering, Law, Real Estate, or a related field.
  • Seven or more years of progressively responsible experience in strategic sourcing, procurement, property management, finance, contract administration, legal operations, or related disciplines.

  • Demonstrated experience independently leading complex sourcing initiatives and negotiating high-value or operationally critical service agreements.

  • Experience supporting commercial real estate, integrated facilities management, engineering services, property operations, or capital projects strongly preferred.

  • Demonstrated experience managing supplier contracts, competitive procurement processes, compliance requirements, and supplier performance.

  • Experience with supplier compliance and risk-management platforms such as Achilles or GRMS preferred.

  • Experience presenting recommendations and influencing decisions with senior internal and client stakeholders.

  • Experience mentoring team members or leading cross-functional project teams preferred.

  • Strong strategic sourcing, category management, supplier management, and commercial negotiation capabilities.

  • Ability to evaluate business requirements and translate them into effective procurement and contracting strategies.

  • Strong financial acumen, including experience analyzing pricing structures, cost drivers, escalation models, budgets, and total cost of ownership.

  • Ability to interpret contractual and legal language and understand its broader operational, financial, and risk implications.

  • Demonstrated judgment in navigating complex, sensitive, or high-visibility sourcing and supplier matters.

  • Ability to influence stakeholders, build consensus, and communicate recommendations with confidence and diplomacy.

  • Executive-level written, verbal, presentation, and facilitation skills.

  • Advanced proficiency with Microsoft Word, Excel, Outlook, PowerPoint, and Smartsheet.

  • Strong analytical, organizational, grammatical, proofreading, and quality-control capabilities.

  • Ability to manage multiple complex projects, establish priorities, meet deadlines, and operate effectively with limited supervision.

  • High level of personal accountability, integrity, discretion, and attention to detail.

  • Proactive, solutions-oriented leadership style with a commitment to continuous improvement.

  • Ability to work effectively across departments, business functions, geographic markets, and organizational levels.

  • Availability during normal business hours in the Eastern Time Zone, with flexibility to support critical business requirements when necessary.

  • Certifications (not required)
    • Certified Professional in Supply Management (CPSM)

    • Certified Purchasing Manager (CPM)

    • Certified Commercial Contracts Manager (CCCM)

    • Project Management Professional (PMP)

    • Certified Facility Manager (CFM)

    • Other relevant procurement, supply chain, contract management, property management, or facilities management certification

  • Compensation: $103,000 - $160,000, will be dependent on experience and geography
