King County Superior Court is seeking a leader with experience and passion for the mission of Court Appointed Special Advocate (CASA) programs.  The Supervisor III will develop, motivate, and create clear expectations and procedures for a high performing team of CASA Supervisors in support of King County’s volunteer CASA program.  The strongest candidates will have significant experience with complex dependency proceedings, supervising volunteer programs, creating and delivering training, and developing effective partnerships within court systems and community organizations.

In addition to providing supervision for the CASA program, the Supervisor III may be appointed to directly manage cases as a Guardian ad Litem as needed in dependency proceedings under RCW 13.34.

Work location: The primary work location for this position is at the Patricia H. Clark Children and Family Justice Center, 1211 East Alder St. Seattle WA. The incumbent may be required to work at other facilities as assigned.

Work schedule and terms:  This full-time  position is exempt from the overtime  provisions of the Fair Labor Standards Act, and is not overtime-eligible.   The work week is normally Monday through Friday, 8:30 a.m. to 4:30 p.m.  Variations from these hours may occur, including early mornings, evenings, and weekends as needed.

The work associated with this position will be performed through a hybrid work schedule of onsite and remote work.  Employees must reside in Washington State and within a reasonable distance of their King County worksite to respond to workplace reporting requirement. Employees will be provided with a Court-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.   • Recruit, select, train and supervise staff. Evaluate staff performance and provide coaching, feedback and corrective action for performance issues. Interpret policies and procedures, and resolve conflicts. Provide ongoing case consultation to CASA Specialists. Routinely review employees' work procedures and work product, and keep program manager informed of staff performance.
     
  • Provide direct services as needed. Services may include mediation, crisis intervention, volunteer supervision including responding to complaints about volunteer or staff performance, provide feedback and corrective action; facilitate trainings, and directly manage dependency cases as appointed Guardian ad Litem under RCW 13.34 as assigned. May assess risk to clients and staff of highly volatile and dangerous clients for the court.
     
  • Promote and facilitate communication between the CASA program and community agencies, associations, and the general public. Participate in committees relevant to the program.
     
  • Present regularly to community groups and volunteers. Assist judicial officers and other community organizations with projects related to Court operations and community-court policies, protocols and procedures.

  • Assist in overall organization and management of the program. Assist the Manager with determining goals and objectives; developing policies and procedures needed to achieve the goals; determining and monitoring case management, data, and record systems; conducting program evaluations.
     
  • Assist with supervision, oversight and curriculum maintenance of training.
     
  • Perform other duties of a similar nature and level.

A Master’s degree in social work or related field; and four years of program related experience, including three years' experience supervising employees, or an equivalent combination of education and experience to perform the required job duties is required.

Knowledge and application of Washington state dependency law and the related system is required.  Additional required knowledge includes casework management; social welfare principles and practices; programs, regulations and related services in the areas of child abuse, chemical dependency, mental illness, domestic violence, poverty, family reunification, child development, adoption, and permanency planning; the Indian Child Welfare Act; family visitation practices and services; techniques for working in high conflict situations and with difficult, sometimes dangerous parties and very sensitive subject matter; community resources for children and families; systems in all of the areas under Superior Court jurisdiction relevant to the position; legal concepts and principles of witness preparation and court reports; program/project management techniques; principles of supervision; working with diverse populations; training techniques; the legislative process; responsible for knowing appropriate community resources to provide support for volunteer advocacy and Code of Conduct for CASAs.

Special requirements: The ability to reliably travel throughout the county is required. Finalists must successfully pass a criminal background investigation per RCW 13.34.100 and reference checks. Criminal background records are not automatically disqualifying.
