Maintenance Manager

Primary Objective of Position

The Maintenance Manager is responsible for leading maintenance systems, overseeing continuous improvement of maintenance processes and managing the maintenance needs of all Metro Bus vehicles, equipment, facilities and grounds. The Maintenance Manager provides direct supervision and management of the Maintenance Supervisors and Facitlies Maintenance Specialist. Provides indirect supervision of all other Maintenance staff in the management of the day-to-day maintenance of Metro Bus’s equipment and facilities.

Essential Functions of the Position
Essential duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific duties does not exclude them if the work is similar, related or logical to the position.
 
  1. Coordination, administration and oversight of maintenance needs of all Metro Bus property and equipment
    1. Administer a comprehensive preventative maintenance inspection and repair program for vehicles, support equipment, facilities, diesel and CNG fueling and monitoring stations, and grounds
      1. Develop and monitor preventative maintenance intervals, checklists, replacement parts, and fluids
      2. Develop benchmarks on fleet performance
      3. Ensure proper completion of maintenance records and forms
      4. Monitor work order and use of fleet, equipment and facilities. Ensure maintenance activities are accurately documented
      5. Measure actual performance to Maintenance Plan goals, determine reasons for variances and recommend corrective action
    2. Responsible for maintaining, updating, and insuring compliance with the Federal Transit Authority (FTA) guidelines and requirements including the Maintenance Plan, Contingency Fleet Plan, and coordination with the TAM Plan
    3. Monitor compliance with provisions of equipment warranties
      1. Assists with preparation of post warranty settlements
      2. Maintain records of action taken with vendors or manufacturers to recover appropriate remedies due to failures occurring under warranties
    4. Participate in preparation and administration of maintenance and facilities budgets
      1. Provide cost estimates for justification for budget requests
    5. Oversee and/or direct the maintenance, cleaning and upkeep of all Metro Bus facilities, buses and vehicles, bus shelters, and bus stops
    6. Assist and/or oversee with contract and construction management on all building renovation, new construction and special projects
    7. Assist with developing specifications for maintenance equipment, buses and support vehicle procurement
    8. Collaborate with the Training and Safety Manager to ensure all public facilities comply with applicable fire, safety and other codes
 
  1. Management and Supervision of Staff
    1. Manage employee performance; provide coaching and mentoring, address performance concerns and issue discipline as appropriate
    2. Manage maintenance staff in daily maintenance operations
      1. Monitor employee compliance with policies, rules, regulations and schedules. Maintain appropriate written documentation 
    3. Assist the Human Resource and Training and Safety department in
      1. Screening, interviewing and hiring of direct maintenance staff
      2. Planning and preparation of training and re-training programs to new and present maintenance staff
      3. Maintaining the application of appropriate preventative measures and procedures for shop safety and OSHA compliance
      4. Ensure proper care and use of tools, equipment and shop areas
    4. Communicate and collaborate with the Operations Managers to review and address Operator complaints regarding maintenance issues
 
  1. Communicates courteously and professionally and maintains respectful working relationships with coworkers and customers in carrying out job functions
 
  1. Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices
    1. Knows and follows safety rules and guidelines as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss
    2. Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work
    3. When potentially unsafe conditions are observed, makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner
 
  1. Performs other duties and activities as assigned
 

Minimum Qualifications

The job requires a four (4) year degree in engineering, business administration or an appropriately related field and five (5) years of management and supervisory experience or an equivalent combination of education and experience.

Must have, or be able to obtain within 90 days, a valid Class B Minnesota Driver License, with passenger and air brake endorsements and current DOT medical certification.

Knowledge, skills and abilities required include:
  • Demonstrated background in heavy duty vehicle maintenance
  • Knowledge in the operating principles of diesel and heavy duty vehicle equipment including theory, repair techniques, maintenance and operation of diesel powered vehicles including engines, transmissions, ignitions, electrical components, air conditioning, heating pneumatics, hydraulics, shop equipment and other related vehicle and facilities items
  • Knowledge of the occupational hazards and safety precautions of the trade
  • Experience with vehicle, fluids and parts inventory and fleet maintenance software
  • Must be able to maintain a high level of confidentiality
  • Ability to operate buses and support vehicles and equipment including a plow truck, fork lift, skid loader and floor scrubber
  • Proficient in the use of computers and electronic diagnostic programs
  • Must be able to read and speak English well enough to read technical documents and effectively communicate with team members. Bilingual a plus
  • Ability to work flexible work schedules including late evenings, early mornings and weekends
  • Ability to deal tactfully and courteously with co-workers, subordiantes, and/or the general public and to diffuse situations/conversations that have escalated beyond normal limits.
  • Interpersonal skills sufficient to exchange and or convey information, receive work direction, and maintain effective working relationships with all levels of employees, committees and groups; and to diffuse situations/conversations that have escalated beyond normal limits
  • Ability to maintain a valid Class B Minnesota Driver License, with passenger and air brake endorsements and a current DOT medical certificate
 

Desirable Qualifications

  • Knowledge of CNG operating principles

Physical Demands and Working Environment

  1. This position is alternately in an office and maintenance shop environment requiring alternating periods of sitting and walking throughout the maintenance garage
  2. Occasional exposure to temperature extremes, noise, physical and/or chemical hazards
  3. Utilizes personal computer, phone and other office equipment on a regular basis
  4. Will require limited travel outside of the office and maintenance shop. Will primarily utilize a Metro Bus vehicle for travel
  5. This position requires 24/7 availability either in person or by phone
