The City of O'Fallon is seeking a qualified and experienced Revenue Manager to join its Finance Department. This position is responsible for assisting with the day-to-day financial operations of the City of O'Fallon while providing leadership and supervision for the City's cash receipts and utility billing functions.
The Revenue Manager plays a critical role in ensuring accurate, timely, and compliant revenue collection and financial reporting. This position supervises the Utility Manager and two Cash Receipt Specialists and works closely with the Assistant Finance Director and other City departments.
Major Duties and Responsibilities
- Supervises, directs, and assists in all activities related to utility billing, cash receipts, and licensing to ensure accurate, timely, and compliant revenue collection.
- Manages credit card administration for the City and PCI (Payment Card Industry) compliance.
- Records and tracks City tax revenues, including sales tax, use tax, property tax, and other revenue sources.
- Provides general support with revenue schedules for budget tracking.
- Administers opioid settlements by approving new agreements, recording revenues, and completing required reporting.
- Administers the Equitable Sharing Program, including maintaining the online system, completing required training, and preparing and submitting the annual ESAC report.
- Prepares audit schedules and supporting documentation for assigned areas of responsibility.
- Supports the Assistant Finance Director, as necessary, with preparation of the City's financial statements.
- Reconciles the City's online payments in Citizenserve and prepares journal entries for importing into Munis.
- Reviews and updates financial procedures for assigned areas of responsibility.
- Provides orientation and training to appropriate staff.
- Performs related duties as assigned.
Knowledge, Skills and Abilities
The successful candidate will have:
- Knowledge of accounting practices and applicable laws and regulations.
- Knowledge of relevant state and federal guidelines.
- Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines.
- Knowledge of supervisory principles and practices.
- Knowledge of computers and job-related software programs.
- Skill in planning, organizing, directing, and coordinating the work of personnel.
- Skill in analyzing problems and developing and implementing solutions.
- Skill in preparing clear and precise administrative reports.
- Skill in preparing and administering budgets.
- Strong oral and written communication skills.
Minimum Qualifications
- Bachelor's degree in a course of study related to the occupational field; accounting or finance preferred.
- Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits within the division or department in order to direct and coordinate work, usually interpreted as three to five years of related experience.
- Possession of, or ability to readily obtain, a valid Missouri driver's license for the type of vehicle or equipment operated.
- Ability to be bonded.
