Workforce Development Manager – Northwest Region

What You’ll Do
The Workforce Development Manager provides strategic oversight and leadership for all Career and Technical Education (CTE) programs within Florida Youth College (FYC) residential facilities within their designated region. This position ensures program quality, compliance, and alignment with Forida’s high-demand industries. The Manager services as an industry specific expert and develops and maintains statewide partnerships with education providers, employers, industry associations, workforce boards, and postsecondary institutions to expand workforce opportunities for justice-involved youths. This position reports to the Director or of Postsecondary and Workforce Education (through the Florida Youth College grant, a partnership between Tallahassee State College and the Florida Department of Juvenile Justice).


Day-to-day, you’ll be responsible for:

  • Lead the monitoring, evaluation, and continuous improvement of all DJJ CTE programs for quality, compliance, and fidelity to state and federal standards.
  • Conduct regular site visits to FYC residential programs to assess instructional delivery, credential attainment, and overall CTE performance; provide technical guidance and report findings to leadership.
  • Oversee residential provider adherence to credentialing requirements, including Florida Ready to Work, OSHA 10, First Aid/CPR, and credentials from the Florida Master Credentials List; ensure data accuracy and timely completion.
  • Provide expert-level technical assistance, regular training, and problem resolution to educational and residential providers, addressing program delivery, credential integrity, and instructional quality.
  • Develop and sustain relationships with key industry partners, CareerSource Florida, registered apprenticeship programs, and Contract #10771 Amendment #6 Page 46 of 69 Version: 71 07-2-2024 community organizations to connect youth with post-release employment and training opportunities.
  • Analyze and interpret workforce and labor market data to inform program planning and ensure alignment with Florida’s high-growth sectors; disseminate relevant updates and trends to staff and partners.
  • Lead coordination efforts among school districts, colleges, employers, and workforce boards to ensure youth have access to relevant training, credentials, and employment pathways upon release.
  • Oversee strategies to connect youth exiting DJJ programs with local workforce development boards and WIOA services, advocating for seamless transitions and ongoing support post-release.
  • Review and respond to statewide and program-level CTE data to identify trends, performance outcomes, and improvement opportunities; contribute to the development of statewide reports and performance metrics.
  • Serve as a member of the MQI Review Team to evaluate and monitor CTE-related indicators (6.01, 6.04, 6.07, and 6.08) during residential program reviews.
  • Represent DJJ at industry and workforce meetings, sharing relevant sector updates and serving as the primary liaison between industry partners, workforce organizations, and DJJ leadership.
  • Effectively communicates ideas, thoughts, and directions, verbally and in writing.
  • Performs other related duties as assigned

Who We’re Looking For
We’re seeking a candidate who brings not only technical expertise but also a passion for education and student success. Our ideal candidate will have:

 

  • Bachelor’s degree in business administration, education, communication or other related field required.
  • A master’s degree preferred.
  • Preference given to candidates with three or more years in workforce development and CTE/industry recognized certification experience.

 

The ability to travel throughout assigned Northwest Region including Circuits 1 (Escambia, Santa Rosa, Okaloosa, and Walton Counties), 2 (Franklin, Liberty, Gadsden, Leon, Wakulla, and Jefferson Counties), 3 (Madison, Taylor, Hamilton, Suwanee, Lafayette, Dixie, and Columbia Counties 8 (Baker, Union, Bradford, Gilchrist, Alachua, and Levy Counties) and 14 (Bay, Washington, Holmes, Jackson, Calhoun, and Gulf Counties).
