General Description of the Programme:

Established in 1977, GOAL is an international humanitarian and development agency, committed to working with communities to achieve sustainable and innovative early response in crises, and lasting solutions to poverty and vulnerability. GOAL has worked in over 60 countries and has responded to almost every major humanitarian disaster. We are currently operational in 18 countries.

GOAL began operations in Syria in 2013 responding to the acute needs of conflict-affected communities. GOAL's areas of operations include but not limited to Aleppo, Idleb and Lattakia Governorates, and is expanding to new governorates in Syria. Programmes focus on Food and Nutrition Security, WASH, Shelter, Livelihoods/ERMS and Emergency Response with an emphasis on cash and voucher modalities. GOAL Syria implements its programmes directly, with over 500 staff based in Syria, and through Syrian NGO partners. GOAL's programme works at the household and community levels to improve community resilience and household coping strategies.

Job purpose:

The Advocacy & Communications Officer supports GOAL Syria's advocacy, communications, visibility and external engagement efforts by producing compelling stories, digital content and multimedia products that showcase programme impact while contributing to evidence-based advocacy, donor visibility and organizational positioning.

The role also contributes to GOAL Syria’s internal communications initiatives and supports the Communications and Media Department’s internal and external coordination efforts.  

Duties and Responsibilities:

Duties

Storytelling & Content Development

  • Develop high-quality written, visual, and audiovisual content packages for GOAL's communications, advocacy, and donor visibility initiatives.
  • Identify, develop, and produce compelling human-interest stories, beneficiary profiles, case studies, and success stories that demonstrate the impact of GOAL's programmes.
  • Conduct interviews with beneficiaries, community members, staff, partners, and other stakeholders while ensuring dignity, informed consent, and humanitarian communication standards.
  • Draft and edit web stories, social media content, press releases, newsletters, speeches, talking points, and other communications products.
  • Work closely with programme teams to identify communications opportunities and ensure timely documentation of programme achievements and field activities.
  • Contribute to the planning and implementation of communications campaigns and maintain content plans and editorial calendars.

Multimedia & Design

  • Capture high-quality photography and mobile videography to support communications, advocacy, donor visibility, and fundraising initiatives.
  • Edit photographs and produce short-form videos and multimedia products for digital platforms.
  • Design engaging social media graphics, infographics, presentations, and other visual communications materials in line with GOAL's branding guidelines.
  • Package written and visual content for publication across GOAL's website, social media channels, newsletters, and other communications platforms.
  • Maintain an organized archive of multimedia assets, ensuring appropriate metadata, consent records, and accessibility.

 Advocacy Support

  • Support the development and implementation of advocacy campaigns and public engagement initiatives.
  • Collect field evidence, beneficiary testimonies, quotes, and case studies that support GOAL's advocacy priorities.
  • Contribute to the drafting of advocacy products, briefing notes, key messages, and other external communications materials.
  • Monitor humanitarian developments and identify emerging communications and advocacy opportunities.
  • Support the preparation of communications materials for policy discussions, donor engagement, and external events.

 Communications Coordination

  • Coordinate closely with programme, MEAL, Grants, and technical teams to gather programme information and communications content.
  • Liaise with GOAL's Head Office Communications Team to ensure timely review, approval, and publication of communications products.
  • Support the implementation of donor visibility and branding requirements across programme activities.
  • Coordinate with photographers, videographers, designers, consultants, and other service providers when required.
  • Ensure all communications outputs comply with GOAL's editorial, safeguarding, branding, and donor visibility standards.

External Engagement

  • Support communications planning and logistics for donor visits, high-level missions, media visits, and external events.
  • Prepare communications materials, briefing packs, talking points, and visibility products for external engagements.
  • Coordinate communications activities with partners and support the development of joint communications products where appropriate.
  • Contribute to strengthening GOAL Syria's external profile through high-quality communications and effective stakeholder engagement.
  • Undertake any other communications and advocacy responsibilities as assigned by the line manager.

Objectives

  • Ensure the timely and successful implementation of the donor-funded communications and visibility campaigns across humanitarian sectors (i.e., food security, water, sanitation and hygiene, emergency response, and shelter).
  • Increase the range and reach of GOAL Syria’s internal communications tools and products.

Competencies

  • Organization skills, including the ability and willingness to take part in the management and execution of defined and new intra- and inter-departmental work processes within an international environment. 
  • Coordination skills, including the ability to prioritize and deprioritize tasks in a context of competing demands.
  • Teamwork and planning skills, including the ability to remotely oversee the acquisition content in the field.     

Requirements (essential)

  • Citizen of Syria.
  • Bachelor's degree in Communications, Journalism, Media Studies, Public Relations, Visual Communications, Multimedia, Cinema and TV, Graphic Design, or a closely related discipline.
  • At least 2-3 years of experience in communications, media, advocacy, journalism, or a similar role.
  • Strong experience in drafting and editing written content in English (including human-interest stories, web stories, social media content, and press releases), to be assessed on the basis of links to samples of work listed in the applicant's CV.
  • Experience in photography, mobile videography, and audio-visual pre-production, production, and post-production, including developing, scripting, and editing short-form video, to be assessed on the basis of links to samples of work listed in the applicant's CV.
  • Proficiency in graphic design and visual communications, including Adobe Creative Suite (Photoshop, Illustrator, Lightroom, Premiere Pro) and Canva.
  • Content management skills, including knowledge of archiving and multimedia publication formats.
  • Advanced oral and written English.

Requirements (desired)

  • Work experience in a humanitarian or development agency for at least six months.
  • Postgraduate certificate/diploma or master’s degree in a relevant field.
