Description

The City of Boise is seeking an experienced Electrical Engineer II to serve as the engineer of record for essential public infrastructure and municipal facility projects. This role offers the opportunity to lead projects from design through construction, working with power distribution, motor controls, VFDs, emergency power, switchgear, transformers, SCADA systems and other complex electrical infrastructure.

This is an ideal opportunity for an engineer who wants challenging, meaningful work with a stable, primarily daytime schedule and little to no travel. You’ll have the autonomy to make technical decisions, guide consultants and contractors, mentor staff and help improve the safety, reliability and efficiency of systems that support the Boise community. 

Candidates must hold a Professional Engineer license and be licensed in Idaho - or able to obtain an Idaho PE license within six months of hire. Occasional after-hours work may be required to support projects or emergencies.

Required Knowledge, Experience, And Training
  • Bachelor’s degree in electrical engineering or a closely related field
  • Six years of progressively responsible engineering experience in the practice of complex project development and design, including four years of experience managing complex public works projects with supervisory responsibilities.

Licensing And Other Requirements

  • Valid state-issued driver's license.

  • Licensed by the State of Idaho as a Professional Engineer (PE) or if licensed in another state, ability to acquire an Idaho license through the Idaho Board of Professional Engineers within six (6) months of hire date.

Special Requirements
Applicants must be able to pass:
City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

Education Verification
Performs highly complex and specialized tasks requiring considerable judgment, independent analysis and decision making. Provides leadership, coaching, and/or mentoring to a subordinate group. 

Acts as the electrical engineer of record for public works projects, including design, review and construction to ensure quality control and adherence to applicable codes, standards and safety regulations. 

Plans, designs, and oversees electrical engineering projects involving power distribution, motors, motor control centers, Variable Frequency Drive (VFDs), emergency backup systems, switchgear, transformers, and related infrastructure. 

Evaluates electrical and control systems to minimize downtime, develops preventative maintenance programs, performs arc-flash and protective device coordination studies, and ensures compliance with NFPA, NEC, city standards and other applicable regulations. 

Works closely with the control and automation group in the design and implementation of Supervisory Control and Data Acquisition (SCADA) systems by supporting automation strategies to optimize energy use and operational efficiency. 

Develops overall project delivery strategies including selecting of consulting firms, establishing project budget, establishing project milestones, and managing the construction.

Knowledge of:
  • Principles and practices of electrical engineering
  • Preparation of electrical designs, plans, and specifications
  • Engineering and construction contract administration
  • Interpreting and reviewing of consultant engineering plans and specifications
Ability to:
  • Design safe, efficient and effective electrical systems
  • Plan and direct the work of staff and contractors
  • Read, interpret and comply with laws, ordinances, policies and procedures
  • Analyze information, identify alternatives and develop sound conclusions
  • Effectively communicate complex technical information with non-technical staff, elected officials and the general public
  • Communicate effectively in the English language at a level necessary for efficient job performance
  • Perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training
Masters degree in electrical engineering or a closely related field and nine to fifteen years of management experience in the practice of public works engineering and construction, including experience in planning and directing complex engineering projects.

Demonstrated experience with complex controls systems, wastewater treatment processes and wastewater collections.

Knowledge of statutes, ordinances and regulations governing engineering practices and procurement

Physical Efforts
Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision and distance vision. Employees will sit, stoop, kneel, crouch, crawl, reach and grasp. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions and outdoor weather conditions. Employees are exposed to mechanical and electrical hazards and work in/at heights. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids and chemicals. exposed to various hazards associated with water renewal construction sites and projects.
This position works: weekend, shift and holiday work may be required, as projects or emergencies dictate.
