Job Description Summary
Organization's Summary Statement:The Human Resources Manager is responsible for the day to day human resources functions within Dining Services. Reporting to the Assistant Director for Human Resources, this position oversees a comprehensive range of HR operations that support a diverse workforce of more than 2,000 employees, including over 300 exempt and non-exempt full-time staff in a collective bargaining environment and approximately 1,700 part-time seasonal, student, and special event employees.
The Human Resources Manager manages key HR functions, including talent acquisition, onboarding and offboarding, staff relations, compensation and benefits administration, training, payroll and budget administration, workers compensation, and serves as the department parking coordinator. This role ensures compliance with employment laws, collective bargaining agreements, University policies, and department procedures while fostering an inclusive, customer-focused workplace.
Physical Demands:
This is an essential position and incumbent must report to work when the campus is closed due to weather or other emergency situations. Must be able to work a variable schedule including weekends, nights, evenings, and holidays. Annual leave will not be granted for specific periods including the weeks preceding and right after the start of each semester, Football Weekends, Maryland Day, Family Weekend or special events. Must have the manual dexterity to operate equipment with or without accommodation and to lift up to 15 pounds regularly. The University of Maryland is a non-smoking, drug free, weapon free campus.
Minimum Qualifications
Education: Bachelor’s degree from an accredited college or university.
Experience: Three (3) years of professional human resources experience. One (1) year leading or supervising professional staff.
Other: Additional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.
KNOWLEDGE, SKILLS, & ABILITIES:
Knowledge of human resources policies and procedures, and federal, state, and other applicable human resources related laws, rules, regulations, and ordinances.
Skill in oral and written communication.
Skill in the use of Microsoft Office and Google Suite products.
Ability to multi-task and prioritize assignments.
Ability to interpret and apply policies, procedures, regulations, and laws.
Additional Job Details
Preferences:
- Master’s Degree in Human Resources, Business or Related Field and SHRM-CP certification or equivalent.
- Extensive experience with the University of Maryland's hiring and payroll systems, including Workday, as well as proficiency with Google Docs, Google Sheets, Microsoft Excel (or equivalent), Zoom, Microsoft Teams, and other virtual meeting and training platforms.
- Demonstrated understanding and knowledge of University System and College Park HR policies and procedures including benefit administration.
- Demonstrated ability to communicate and explain complex human resources and payroll policies, procedures, and issues to employees with diverse educational backgrounds and levels of HR knowledge.
- Conversational and written proficiency in Spanish and/or Haitian Creole, with the ability to effectively communicate human resources information and guidance to employees with limited English proficiency.
