General Description
The Regional Head of Technology Delivery and Market Technology Leadership is accountable for leading the successful delivery of technology programs, projects, and transformation initiatives across a multi-market regional portfolio.
The role is responsible for ensuring delivery excellence, disciplined governance, transparent reporting, effective financial management, and strong execution across strategic technology priorities. This includes leading cross-functional teams, managing senior stakeholders, overseeing delivery capacity and resources, and ensuring programs are delivered in line with agreed scope, timeline, budget, quality, risk, and business outcomes.
The role also provides executive technology leadership for selected priority markets, partnering closely with business and technology leaders to shape and execute market technology strategies, strengthen operational resilience, support regulatory and risk requirements, and enable business growth, transformation, and improved customer outcomes.
Responsibilities
- Accountable for the end-to-end delivery of a regional technology portfolio, ensuring strategic alignment, execution discipline, and measurable business value.
- Lead the delivery and execution of major technology programs, transformation initiatives, and cross-market projects across a complex regional environment.
- Establish and maintain strong portfolio governance, including prioritization, delivery planning, financial oversight, risk management, issue resolution, and executive reporting
- Provide executive technology leadership for focus markets – Malaysia, Cambodia, and Myanmar, partnering with business leaders to define and deliver market technology roadmaps.
- Oversee delivery performance across internal teams and third-party partners, ensuring accountability for outcomes, service quality, cost effectiveness, and delivery commitments.
- Drive operational excellence across application delivery, infrastructure, service management, cybersecurity, technology operations, and production stability.
- Lead a geographically distributed technology organization, fostering a high-performance culture focused on accountability, collaboration, talent development, and succession planning.
- Ensure effective governance, risk management, regulatory compliance, and control effectiveness across delivery teams and supported markets.
- Partner with regional and global technology leaders to optimize operating models, strengthen shared delivery capabilities, improve resource utilization, and drive innovation.
- Manage regional technology delivery budgets, investment plans, and productivity initiatives to ensure effective use of resources and delivery of expected benefits
Job Requirement / Competencies:
- Bachelor’s degree in Computer Science, Information Technology, Engineering, Business, or a related discipline; an advanced degree is preferred.
- 15+ years of progressive leadership experience in technology, digital transformation, delivery management, portfolio leadership, or CIO-aligned roles within complex multinational organizations.
- Proven experience leading large-scale technology portfolios, transformation programs, and cross-functional teams across multiple countries, cultures, and business environments, ideally within the insurance industry.
- Strong understanding of technology strategy, software delivery, infrastructure, cloud platforms, cybersecurity, operational risk, service management, and technology governance.
- Demonstrated ability to manage complex stakeholder environments, including executive leadership, business partners, regulators, control functions, and strategic technology vendors.
- Strong financial and commercial acumen, with experience managing technology budgets, investment cases, vendor performance, and productivity outcomes.
- Proven ability to lead through change, build organizational capability, develop senior talent, and balance strategic priorities with disciplined operational execution.
- Excellent communication, influencing, and decision-making skills, with the ability to operate effectively at senior executive level.
