Overview
Element has an opportunity for a Senior Engineer to join our rapidly expanding team. As a member of the operations team, the Section Lead – Source & Industrial Hygiene is responsible for the overall technical, operational, commercial and quality performance of the Source & Industrial Hygiene (S&I H) team.
The role will lead the team in delivering reliable, timely and compliant source emissions, workplace/industrial hygiene and related environmental monitoring services. The Section Lead will manage day-to-day operations, resources, client requirements, technical quality, project delivery and business development while ensuring compliance with applicable regulatory, accreditation, safety and company requirements.
The position is expected to provide strong technical leadership while developing the capability, productivity and commercial performance of the S&I H team.
Responsibilities
Leadership & Team Management
- Lead and manage the S&I H team, including technicians, engineers, project personnel and supporting staff.
- Plan manpower, workload and resources to meet operational and customer requirements.
- Allocate jobs and ensure effective utilisation of personnel, equipment and vehicles.
- Set clear performance expectations and monitor individual and team performance.
- Coach, mentor and develop technical staff to build a strong and sustainable team.
- Identify training and competency requirements and ensure appropriate technical development.
- Promote teamwork, accountability, safety and a customer-focused culture.
- Support recruitment, onboarding and succession planning for the section.
B. Technical & Operational Management
- Oversee the planning and execution of source emission, stack testing, industrial hygiene and workplace exposure monitoring projects.
- Ensure testing and sampling activities are performed in accordance with approved methods, applicable standards and customer requirements.
- Review technical requirements, project scope, sampling plans and test methodologies.
- Provide technical guidance and troubleshooting for complex or non-routine assignments.
- Ensure appropriate equipment, instrumentation and resources are available and maintained.
- Monitor project progress, turnaround time and operational efficiency.
- Ensure field teams are properly briefed and prepared before mobilisation.
- Review technical data and reports where required and ensure results are technically sound and properly documented.
- Drive continuous improvement and automation of field and reporting processes.
C. Quality & Accreditation
- Ensure all S&I H activities comply with applicable ISO/IEC 17025, SAC/SINGLAS and other relevant accreditation requirements.
- Maintain technical competency and authorisation requirements for personnel performing accredited activities.
- Ensure proper control of test methods, equipment, records, worksheets and technical documentation.
- Participate in internal audits, external assessments and customer audits.
- Investigate non-conformities, customer complaints and technical issues and implement effective corrective actions.
- Ensure measurement traceability and equipment calibration requirements are maintained.
- Work closely with the Quality team to maintain and continuously improve the section's accreditation status.
D. Health, Safety & Environmental Responsibilities
- Ensure all field and laboratory activities are performed safely and in accordance with company HSE requirements.
- Conduct or ensure appropriate risk assessments, method statements and safe work procedures are in place.
- Ensure personnel are competent and properly equipped for site activities.
- Monitor compliance with PPE, work-at-height, confined-space, chemical handling and other applicable safety requirements.
- Lead investigations and corrective actions relating to incidents, near misses and unsafe practices.
- Promote a strong safety culture across the S&I H team.
E. Customer & Project Management
- Act as a key technical and operational contact for major customers.
- Understand customer requirements and ensure projects are delivered to agreed scope, quality and timelines.
- Attend customer meetings and site discussions where technical or operational leadership is required.
- Resolve customer issues promptly and professionally.
- Support the team in managing difficult or technically complex customer requirements.
- Maintain strong relationships with key customers and identify opportunities for additional services.
F. Commercial & Business Development
- Review technical and commercial requirements for tenders and major projects.
- Identify opportunities to grow S&I H services among existing and new customers.
- Develop new service capabilities in response to market and regulatory requirements.
- Identify opportunities to improve profitability through resource optimisation, scheduling and process improvement.
- Support business development activities, customer presentations and technical seminars where required.
G. Financial & Performance Management
- Monitor revenue, backlog, WIP, invoicing and collection issues relevant to the section.
- Review project profitability and investigate significant cost variances.
- Manage overtime, subcontracting, consumables and other operational costs.
- Develop and monitor KPIs covering revenue, margin, utilisation, turnaround time, productivity, quality and customer satisfaction.
- Provide regular performance updates and forecasts to management.
H. Equipment & Resource Management
- Ensure appropriate availability and utilisation of testing and monitoring equipment.
- Plan equipment calibration, maintenance and replacement.
- Identify capital expenditure requirements and prepare business justification where necessary.
- Ensure equipment is fit for purpose and available for scheduled projects.
- Optimise the utilisation of specialised equipment across projects.
I. Documentation & Reporting
- Ensure complete and accurate project, field and technical records.
- Review operational reports, project status and performance data.
- Ensure timely submission and release of technical reports.
- Maintain proper records in accordance with company and accreditation requirements.
- Prepare regular management reports on operational, financial, quality and safety performance.
Skills / Qualifications
- Degree or diploma in Environmental Engineering, Chemical Engineering, Environmental Science, Occupational Hygiene, Industrial Hygiene, Science or a related discipline.
- Relevant experience in source emissions, stack testing, industrial hygiene, workplace monitoring, environmental monitoring or related testing services.
- Strong understanding of applicable testing standards, regulatory requirements and occupational/environmental monitoring practices.
- Experience leading a technical or operational team.
- Good understanding of ISO/IEC 17025 and laboratory/testing accreditation requirements.
- Strong project management and customer management skills.
- Good communication, analytical and problem-solving abilities.
