POSITION REPORTS TO: Sports Coordinator
POSITIONS SUPERVISED: None 
BLS COMPARABLE: 27-2023.00 Umpires, Referees, and Other Sports Officials
 
CONDITIONS OF EMPLOYMENT
  • Must be at least sixteen (16) years of age.
  • Subject to post offer, pre-employment drug screen. 
  • Subject to a pre-employment criminal background check for those eighteen (18) years of age and older. 
 
POSITION PURPOSE: To officiate and referee sport programs for the City of Enid.
 
ESSENTIAL FUNCTIONS AND BASIC DUTIES 
  • Officiates sports and athletic events for a variety of youth and adult sports for the City of Enid.
  • Reviews and interpret program and sports rules and regulations. 
  • Maintains order, enforces rules and regulations, and strict adherence to safety procedures for both participants and spectators during sporting events.
  • Ensures that game courts, fields, and equipment are in proper and safe playing conditions.
  • Set up and take down equipment. Ensure equipment is placed according to regulations and properly stored when not in use.
  • Operates a scoreboard in an accurate and efficient manner and fills out a scorebook statistic sheet. 
  • Keeps accurate records of the game such as scoring, time-outs, fouls, time, etc. 
  • Watches play with sufficient clarity to maintain accurate scoring records.
  • Submits paperwork and game results to the supervisor or assigned staff.
  • Exercise sound judgement, quality customer service and support, and sportsmanship. 
  • Report any issues with players, guardians, and facilities to supervisor. 
  • Perform other duties as assigned.
 
PERFORMANCE MEASUREMENTS
  • Games are officiated fairly and consistently.
  • Complaints are resolved quickly and efficiently.
  • Policies and procedures in City of Enid personnel manual and safety manual are understood, followed, and modeled for other employees. 
  • Effective relations exist with co-workers as well as with the public. 
  • The City’s professional reputation is maintained. 
 
QUALIFICATIONS 
EDUCATION/EXPERIENCE:    
Related experience in league sports and recreation is desirable. 
            
CERTIFICATES/LICENSES:     
Certifications in various sports preferred but not required.
Must have or become certified as an NFL Flag Official within 30 days of employment.
CPR and First Aid certification desirable. 
 
REQUIRED KNOWLEDGE:     
Knowledge of Rules of Play standards to various sports and as modified by the City; recreation and sports event rules and regulations assigned to sports; officiating techniques and methods of refereeing disputes and game rules in a variety of sports. Prior scorekeeping experience and training in scorekeeping is desirable.   

SKILLS/ABILITIES:     
  • Ability to learn and adhere to City rules, policies, and program requirements.
  • Review and interpret sports events rules and regulations.
  • Establish and maintain effective, cooperative, and productive working relationships with other participants including officials, coaches, players, supervisors, and staff.
  • Attend staff meetings and training sessions as required. 
 
PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION 
FINGER DEXTERITY:     
Manual dexterity sufficient to operate scoreboard and scoring records.
 
VISUAL ABILITIES:     
Ability to see play with sufficient clarity to officiate games proficiently and maintain accurate scoring records.

PHYSICAL STRENGTH:     
Lift/carry up to 50 pounds occasionally; frequent use of arms, hands, and fingers to reach, touch and feel; occasional kneel, crouch, stoop, crawl, and climb. Ability to stand, walk, and run at variable lengths of time. 

LANGUAGE/COMPREHENSION:  
   
Ability to read and interpret documents such as rules of play and safety regulations. Communicate clearly and concisely, both orally and in writing, follow written and oral instructions and posted schedules.

REASONING ABILITY:               
Ability to interpret, monitor, and review sports plays, rules, and regulations. 

MATHEMATICS ABILITY:     
Ability to perform very basic math skills including adding and subtracting two-digit numbers in metric units such as feet, yards, etc. 

WORK SCHEDULE/HOURS:    
Must be able to work nights and weekends with varying shifts and schedules not to exceed 20 hours per week.
 
WORK CONDITIONS:    
Indoor and outdoor work environment. Outdoors exposed to changing weather conditions (heat, cold, rain, wind, etc.)

NOISE LEVEL:      
Variable noise levels, ranging from quiet to loud. 

OTHER WORK CONDITIONS:    
Sufficient water breaks, resting breaks, and shade provided.
 
ADVANCEMENT CRITERIA
INTERMEDIATE:
1-3 years related experience.
Understanding of various sports operational systems.
Good application of officiating knowledge.    
Valid CPR, AED, and First Aid, certification.

ADVANCED:
4+ years related experience.
Official certifications in various sports.
