We also help merchants connect with their customers, process exchanges and returns, and manage risk. We enable consumers to engage in cross-border shopping and merchants to extend their global reach while reducing the complexity and friction involved in enabling cross-border trade.

Job Summary:

The Head of Compliance Governance & CMS Oversight is a foundational leadership role responsible for designing, implementing, and overseeing the Bank's Compliance Management System (CMS) governance framework during the formation of a de novo Industrial Loan Company (ILC). Reporting directly to the Chief Compliance Officer, this leader will establish the governance infrastructure, operating model, and core compliance processes necessary to support a safe, sound, and scalable compliance program that meets regulatory expectations from charter formation through ongoing operations.

Job Description:

Essential Responsibilities:

  • Lead and develop a compliance organization across multiple compliance domains or business areas, building high-performing teams
  • Establish compliance program strategy for significant organizational scope, creating comprehensive frameworks aligned with regulatory requirements
  • Drive continuous improvement of compliance processes, methodologies, and control frameworks across the compliance function
  • Develop strategic partnerships with business, legal, risk, audit, and technology leaders to embed compliance into operations
  • Solve highly complex compliance challenges, establishing new approaches when existing frameworks are insufficient for emerging regulatory requirements
  • Collaborate on decisions about compliance program design, resource allocation, and organizational priorities to manage regulatory risk effectively
  • Influence organizational approach to compliance through thought leadership, regulatory insights, and risk-based recommendations
  • Build organizational compliance capability through talent development, knowledge sharing, and establishment of compliance excellence standards

Minimum Qualifications:

  • 8+ years of relevant compliance experience and a Bachelor's degree OR any equivalent combination of education and experience
  • Proven experience managing compliance teams and delivering complex program initiatives through others

Additional Responsibilities & Preferred Qualifications:

  • Deep knowledge of U.S. banking laws, regulations, and regulatory expectations governing Compliance Management Systems, including FFIEC guidance and consumer compliance regulatory frameworks.
  • Experience establishing or overseeing one or more core compliance governance functions, such as:
    • Policy & Procedure Governance
    • Compliance Risk Assessment
    • Regulatory Change Management
    • Regulatory Examination Management
    • Compliance Issue Management
    • Customer Complaint Oversight
    • Compliance Training & Awareness
    • Board and Executive Compliance Reporting
  • Demonstrated experience developing executive- and Board-level reporting, governance materials, and compliance metrics.
  • Experience working within a Three Lines of Defense governance model and providing independent oversight, effective challenge, and credible challenge to business and control functions.
  • Demonstrated people leadership experience, including recruiting, developing, coaching, and leading high-performing teams.
  • Proven ability to lead cross-functional initiatives, influence senior stakeholders, and drive execution in a complex, matrixed organization
  • Experience supporting a de novo bank charter, bank integration, significant regulatory transformation, or large-scale compliance program buildout.
  • Experience within a fintech, payments, or digital banking organization.
  • Knowledge of Industrial Loan Company (ILC) regulatory requirements and governance expectations.
  • Professional certifications such as CRCM, CAMS, CCEP, or other relevant compliance or risk management credentials.
  • Experience implementing or governing GRC platforms and compliance technology solutions.
  • Experience leading regulatory examinations and managing interactions with federal and/or state banking regulators.
  • Experience leveraging enterprise governance, compliance, or risk management capabilities while establishing legal-entity-specific oversight and governance.

The base pay for this role will depend on where you work and the relevant experience and expertise you bring. The expected range of pay for this role by location is:

Utah - (Virtual): ($123,500.00 - $183,700.00 Annually)
