Description of Work
About NCEM:The mission of North Carolina Emergency Management (NCEM) is to enhance North Carolina's resiliency through active collaboration, communication, and coordination of efficient and effective preparedness, response, recovery and mitigation of all natural and man-made hazards and threats.
About the Section:
The primary mission of the Administration Section is to provide effective and efficient support functions for the Division. These functions include Accounts Payable, Budget, Human Resources, Grants Management, Information Technology, Application Development, Geographic Information Systems, and others.
About the Position:
This position assists the Application Team with business analyst work for several web-based applications including WebEOC. Primary duties include collecting user requirements from end users, providing customer service and providing technical support. This position works closely with the programmers on the application development team and helps translate end user requests into meaningful product backlog items (PBI). Position also helps test new applications to find bugs, issues and document problems. This position is the lead for documenting requests on Github’s SCRUM board and creating Standard Operating Procedures.

$75,818.00 - $80,000
This position will be 100% in person for at least the first 90 days. After the first 90 days some virtual work will be allowed but the position will report to the Raleigh offices at least 2 days a week.

Management Preferences:
- Significant experience training adult professionals on how to use web based applications
- Experience collecting user requirements and documenting product backlog items in Github
- Experience providing technical support to end users and responding to Zendesk tickets
- Experience testing web based applications for responsive design and browser compatibility
- Skilled in clearly communicating verbally and in written form

Military Experience
