You are required to serve as the subject matter expert on Anti-Money Laundering (AML), Countering the Financing of Terrorism (CFT), Sanctions, Anti-Bribery & Corruption (ABC), and Fraud. You will also drive the strategic implementation of comprehensive financial crime controls, thereby safeguard organisational integrity and cultivate robust regulatory relationships.

What you'll do:

In the capacity of Head of Financial Crime Compliance (Vice President), you will assume a pivotal role in shaping the institution’s approach to financial crime prevention.

  • Establish, implement, and maintain the bank’s Financial Crime Compliance framework, policies, and risk assessment methodologies in strict accordance with Bank Negara Malaysia regulations, group policies, and international standards including Japanese and US regulatory expectations.

  • Serve as the primary point of contact for Bank Negara Malaysia, law enforcement agencies, and other regulatory authorities by ensuring timely and accurate statutory reporting including manage disclosures via BNM’s FINs system and address regulatory queries or examinations with utmost diligence.

  • Provide expert advisory support to senior leadership teams including the Chief Compliance Officer and business units on intricate financial crime risks, emerging typologies, and evolving regulatory landscapes.

  • Supervise operational efficiency and governance of Financial Crime Compliance systems such as Actimize and Hotscan by ensuring rigorous rules configuration, tuning processes, screening integrity, and escalation protocols are consistently upheld.

  • Lead comprehensive investigations into complex financial crime risks by managing prompt escalations of suspicious activity reports (SARs/STRs) and material control breaches to senior management as well as regional committees.

  • Mentor, develop, and cultivate high-performing teams of FCC specialists by fostering a robust risk culture that emphasizes continuous learning and cross-functional collaboration across the institution.

What you bring:

To excel in this role, you should possess extensive experience within financial crime prevention roles with additional exposure across banking sectors.

  • Bachelor’s degree in Business, Law, Accounting/ACCA, Finance or related discipline.

  • Professional certification such as ACAMS, ICA or AICB is highly preferred.

  • Minimum 10 years’ experience in Financial Crime Compliance or AML within banking is essential along with at least 3 to 5 years in a senior leadership or team management capacity.

  • Comprehensive knowledge of Bank Negara Malaysia AML/CFT regulations including Sanctions frameworks and MACC Act provisions is imperative for success in this position.

  • Familiarity with US (OFAC) or Japanese banking regulations would be particularly advantageous.

  • Demonstrated hands-on governance experience with automated transaction monitoring systems like Actimize or sanctions screening tools such as Hotscan is required.

  • Exceptional communication skills are necessary to negotiate effectively with regulators whilst engaging senior executive stakeholders across departments.
