The Facilities Manager is responsible for managing the planning, construction and maintenance of equipment, machinery, building and facilities at CareOregon-owned buildings. This position plans, budgets and schedules facility modifications, including estimates on equipment, labor, materials and other related costs. This position also assists with the review of leases and real estate purchase contracts from a facilities perspective, as well as manages staff and contractors.

Estimated Hiring Range:

$102,330.00 - $125,070.00

Bonus Target:

Bonus - SIP Target, 5% Annual

Essential Responsibilities

  • Manage the preventive maintenance program of facility equipment, including HVAC, within the confines of an annual budget.
  • Ensure up to date records for all state, federal, and insurance semi-annual and annual inspections.
  • Oversee and/or coordinate construction and maintenance activities, including structural, mechanical, plumbing, and electrical.
  • Manage the activities of all outside contractors and vendors who are working in the facility, including custodial services; serve as the primary point of contact with external project managers.
  • Inspect construction, installation, and repair progress.
  • Develop and maintain a planned maintenance program for all equipment requiring maintenance.
  • Develop and maintain a rolling two-year Facilities Management Plan.
  • Develop and administer an annual facilities maintenance budget.
  • Plan, budget, and schedule facility modifications and cost reduction programs, including cost estimates.
  • Develop, implement, and oversee a recycling program in alignment with city, county and/or state laws and regulations.
  • Assist with reviewing and interpreting building leases, terms, and real estate purchase contracts.
  • Liaise with building management of facilities where CareOregon employees work in non-CareOregon buildings.
  • Assist with space planning activities.

Employee Supervision

  • Manage team and recommend team direction and goals in alignment with the organizational mission, vision, and values.
  • Identify work and staffing needs to meet work expectations; recruit and hire, using an equity, diversity, and inclusion lens.
  • Plan, organize, schedule, and monitor work; ensure employees have information and resources to meet job expectations.
  • Lead the development, communication, and oversight of team and individual goals; ensure goals, expectations, and standards are clearly understood by staff.
  • Train, supervise, motivate, and coach employees; provide support toward employee development.
  • Incorporate guidance from CareOregon equity tools into people leadership, planning, operations, evaluation, and decision making.
  • Ensure team adheres to department and organizational standards, policies, and procedures.
  • Evaluate employee performance and provide regular feedback to support success; recognize strong performance and address performance gaps and accountability (corrective action). 
  • Perform supervisory tasks in collaboration with Human Resources as needed.

Experience and/or Education

Required

  • Minimum 6 years’ experience and responsibility in facilities maintenance and/or management

Preferred

  • Minimum 2 years’ experience in a supervisory position or minimum 1 year experience in a supervisory position and completion of CareOregon's Aspiring Leader Program

Knowledge, Skills and Abilities Required

Knowledge

  • Strong working knowledge of electrical, mechanical, and HVAC systems
  • Knowledge of or ability to quickly learn and maintain current knowledge of applicable local building codes and OSHA regulations, as well as all current health and safety regulations

Skills and Abilities

  • Ability to remain abreast of City, State and Federal regulations that impact areas of responsibility
  • Strong administrative and budgeting skills
  • People management skills, including the ability to effectively coach and motivate others
  • Ability to read and interpret documents such as building leases, budget documents, invoices, manuals, and instructions
  • Effective verbal and written communication skills
  • Ability to calculate figures and amounts such as discounts, proportions, percentages, area, circumference, and volume
  • Ability to apply concepts of basic algebra and geometry
  • Ability to use basic office software applications for planning and budgeting information, including Microsoft Word and Excel
  • Ability to define problems and resolve them quickly
  • Ability to identify and manage multiple priorities; ability to adapt and guide staff to changing situations
  • Ability to develop and maintain professional relationships with internal staff and external vendors
  • Ability to work occasional evening and weekend hours
  • Ability to work effectively with diverse individuals and groups
  • Ability to learn, focus, understand, and evaluate information and determine appropriate actions
  • Ability to accept direction and feedback, as well as tolerate and manage stress
  • Ability to see, hear, speak clearly, and perform repetitive finger and wrist movement for at least 6 hours/day
  • Ability to lift, carry, push, pull, crouch, crawl, reach, climb stairs, stand, walk, bend, read, and/or pinch small objects for at least 1-3 hours/day
  • Ability to travel to CareOregon’s 315 building in Portland, Oregon within one hour in the event of an urgent need

Travel:  Ability to travel to CareOregon’s 315 building in Portland, Oregon within one hour in the event of an urgent need. May include occasional required or optional travel outside of the workplace; the employee’s personal vehicle, local transit or other means of transportation may be used.

Work Location: Office - 4 days/week, facilities
