Job Title: Project Manager – Governmental Entity
Employment type: Contract (On-site)
Contract length: 6 - 12 months
Location: Doha, Qatar
PURPOSE OF THE PROJECT
The Project Manager will be accountable for turning public payment strategy and capabilities into successful, scalable programs for governmental entities in Qatar. The role requires a strong combination of project management, payments knowledge, strategic thinking, stakeholder management, and execution discipline, with the ability to operate effectively across a complex public-sector ecosystem.
The position will play a key role in strengthening our strategic partnerships with government entities in Qatar and demonstrating how secure, digital payment solutions can support more efficient government operations and better experiences for citizens and businesses.
Core Responsibilities and Accountabilities:
- Strong project management skills, including and leading the end-to-end delivery of projects with government entities, ensuring scope, milestones, resources, risks, and deliverables are clearly defined and executed on time.
- Build trusted relationships with senior government stakeholders and coordinate effectively across internal functions, government entities, financial institutions, technology partners, and other ecosystem participants.
- Drive initiatives that support the modernization of government payments, including digital acceptance, revenue collection, disbursements, government spending, and citizen payment experiences.
- Establish strong project governance, proactively identify dependencies and risks, resolve issues, and ensure clear accountability and decision-making throughout the project lifecycle.
- Ensure projects deliver measurable value against agreed objectives, using data and stakeholder feedback to identify opportunities for optimization and scale successful solutions.
Knowledge and Experience:
- Strong understanding of government operations, public-sector priorities, digital transformation, and the payments ecosystem, including digital payments, acceptance, disbursements, and revenue collection.
- Strong capability in end-to-end project management, including planning, governance, budgeting, risk management, dependency tracking, stakeholder coordination, and delivery.
- Ability to analyze complex business and operational challenges, translate government priorities into actionable initiatives, and use data and insights to drive decisions and measurable outcomes.
- Excellent communication, presentation, influencing, and relationship management skills, with the ability to engage senior government officials and cross-functional teams effectively.
- Strong ownership mindset with the ability to navigate complex environments, resolve issues, manage competing priorities, influence without authority, and drive initiatives from strategy through implementation.
Mandatory Skills:
- 10+ years similar experience across Project Management and public sector engagement (Project management certified preferred).
- Bachelor's degree in Finance, Economics, Business Administration, Computer Science, Information Technology, or a related field (Master's preferred).
- Previous experience within Banking, Digital Payment & Card solutions, or the FinTech industry.
- Regional experience, including working in a faced-paced matrix organisation.
- Excellent communication skills in English (written, verbal, and presentation); Arabic preferred.
Preferred Skills:
- The ability to analyse data, troubleshoot payment issues, optimize processes, and make data-driven decisions.
- Good understanding of payment systems, digital platforms, system workflows, security basics, and industry technologies.
- An understanding of regional regulations across financial services or payment networks.
