4.1. Requirements Analysis

4.1.1 Technical System Requirements Specifications - Perform high-level analysis and assessment of functional and non-functional requirements and translate them into technical design documents

4.1.2 Identify gaps, risks and opportunities

4.2. Solutions Options and Recommendations

4.2.1 Develop and present technical solution options

4.2.2 Evaluate options based on feasibility, scalability, cost, and alignment with business goals

4.2.3 Recommend the most suitable solution with supporting rationale

4.2.4 Perform analysis of library and plugin dependencies, propose and document upgrade path

4.2.5 Software prototypes or builds – early working versions or deployable packages for testing

4.3. Solution Design

4.3.1 Create detailed design documentation

4.3.2 Ensure the design adheres to organizational standards and integrates with existing systems, as required

4.3.3 Data Flow Diagrams – produce visual maps showing data flow through systems

4.4. Solution Development

4.4.1 Develop solutions according to the approved design specifications

4.4.2 Follow the organization’s project process

4.4.3 Unit Test Plans & Test Cases – Produce unit test plans and document unit test cases and conduct unit testing and support integration testing, as required

4.4.4 Ensure code quality and maintainability and conduct code reviews

4.4.5 Ensure solution developed meets the organization’s Official Languages and Accessibility requirements

4.4.6 Source code – deliver functional and reviewed code, and ensure code is pushed to Git repositories following branching and version control standards

4.4.7 Database scripts – deliver Data definition language (DDL) and data manipulation language (DML) scripts to build or update tables, as required.

4.4.8 Provide regular sprint reviews as per project plan

4.4.9 Provide regular technical walk-through sessions with the project team, as required

4.4.10 Collaborate and contribute to regular scrum meetings

M1	At time of bid closing, the bidder’s proposed resource must have a minimum of ten (10) years of work experience within the last fifteen (15) years as a Programmer Analyst developing enterprise-level, Java-based web applications. Enterprise-level key characteristics include: Multi-user and scalable; Multi-tier architecture, Business critical; Security (authentication, authorization, role-based control, encryption, auditing etc.); Integration with other systems; High availability; Large data volume.
M2	At time of bid closing, the bidder’s proposed resource must have a minimum of three (3) years of experience in each of the following technologies developing web applications: • J2EE • Spring Frameworks • SpringBoot • JSP • JMS • AJAX • JavaScript • JUnit • XML • JSON • SQL • Web Services (SOAP and RESTful) • Enterprise-level application servers • OpenID Connect / OAuth 2
M3	At time of bid closing, the bidder’s proposed resource must have work experience developing web applications using the following technologies: • Java 11 or higher
M4	At time of bid closing, the bidder’s proposed resource must have a minimum of three (3) years of work experience as a Programmer Analyst on teams with a minimum of three (3) developers. Note: Experience may be cumulative across multiple projects.
