Senior Data Management Assistant

Organizational Setting and Work Relationships
The position is normally supervised by a more senior staff member who provides the Senior Data Management Assistant with regular guidance and support. Subject to the nature of the task/assignment, s/he will work independently on routine tasks, while will follow instructions of the supervisor for more complex issues. The position has no supervisory role.
Contacts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are not frequent. In the Field locations, under supervision of the manager, the incumbent may play a liaison role with the national and local authorities for gathering and exchange of data.

Duties
- Enter data mainly related to asylum seekers, refugees and other persons of concern to UNHCR into the computer database.
- Prepare reports and project documents by providing information, preparing tables and drafting routine correspondence and reports.
- Assist in compilation of data and interpreting the statistics for various reports.
- Assist in the development of forms for data collection and analysis, if requested.
- Act as interpreter in the exchange of routine information and translate routine documents and correspondence as and when required.
- May be required to collect GIS data, update maps and undertake field trips to project sites.
- Decide on the data recorded in database.
- Decide on appropriate resolution to incidents and escalate issues to the supervisor if incident cannot be resolved within the scope of responsibility.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

• A Bachelor’s degree in Computer Science, Information Technology, Data Science, Statistics, Information Systems, or another relevant field.

• One to two years of hands-on experience in operational data management, preferably in a refugee or humanitarian setting, including data processing, data-quality control, data extraction, operational workflows, and user support.

• Hands-on experience with UNHCR PRIMES applications, particularly proGres v4, and familiarity with registration, identity management, biometric verification, and assistance-delivery tools and processes, including PING, BIMS, GDT, and PRIMES Forms.

• Advanced Microsoft SQL Server skills for querying, extracting, validating, and analysing data, together with practical experience in SQL Server Reporting Services (SSRS), Power BI, and Microsoft Excel for operational reporting, dashboards, visualization, and analysis. Knowledge of ArcGIS for operational mapping and Java or other programming or scripting languages would be an advantage.

• Completion of relevant UNHCR learning programmes or technical training in PRIMES/proGres, operational data management, data protection, SQL and database management, business intelligence, GIS, or related operational applications would be an additional advantage.

Operational context

Occupational Safety and Health Considerations:

Health hazards in the duty station include road crashes, work overload, natural disasters, mental health problems, substance use and abuse, heart disease, metabolic disease (diabetes), vector-borne disease, water and food-borne disease, SGBV, other infectious diseases and environmental hazards. Throughout the year, there are prevalent risks of malaria and dengue necessitating recommended vaccinations against Japanese Encephalitis and Diphtheria.

The General Threat Assessment in Cox’s Bazar is level 3 moderate. Given the current situation in the area, All UN official movements should be completed during daytime hours (Sunrise to sunset). All personnel should return to their homes before 2300 hours. Crowded local markets should be avoided. Security Clearance is required and can be requested via TRIP at https://dss.un.org. Requests for clearance should be submitted 7 days prior to travel.

Nature of Position:

The position supports UNHCR’s operations in Cox’s Bazar through the management, analysis and use of operational data relating to asylum-seekers, refugees and other persons of concern. The incumbent contributes to maintaining accurate and consistent information in UNHCR databases and operational systems through data entry, extraction, validation, quality checks and analysis. The position provides timely statistical reports, dashboards and other information products to support operational planning, monitoring and decision-making by relevant functional units and partners.

The incumbent supports the effective use of registration-related systems, PRIMES applications, assistance-delivery platforms and other relevant operational tools. Responsibilities include assisting users, supporting access arrangements, responding to routine system issues, escalating complex incidents and coordinating with technical colleagues. The position also contributes to the development, testing and improvement of databases, data-collection tools, reports, workflows and digital solutions.

The incumbent prepares data tables, routine correspondence, periodic and ad hoc reports, and other project documentation. Where required, the position also provides user guidance, training and capacity-building support to UNHCR personnel, government counterparts and partners, in accordance with applicable policies, standards and data-protection requirements.

The incumbent works closely with functional units, field teams, technical colleagues and operational partners to respond to operational data and information requirements and facilitate appropriate information sharing. The role requires collaboration, knowledge sharing and adaptability to changing operational priorities. It may also involve field visits to refugee camps, registration sites, Bhasan Char and other project locations to support data collection, validation and related operational activities.

Living and Working Conditions:

Cox's Bazar is a beach city located in the southeastern corner of Bangladesh about 298 kilometres from Dhaka, the capital city.  Educational resources are limited, and international schools spanning primary to secondary levels are exclusively located in Dhaka. Health services are somewhat also limited in Cox's Bazar, with more reliable facilities accessible in Dhaka.  As a prominent tourist destination in Bangladesh, Cox's Bazar draws visitors due to its scenic location at the Bay of Bengal and its expansive beach stretching over 120km to the tip of the peninsula, with several hotels and restaurants.

The climate of Cox’s Bazar is mostly tropical monsoon: high temperatures, heavy rainfall, and generally excessive humidity, with distinct seasonal variations. The annual average temperature in Cox's Bazar is a maximum of 34.1 °C (92.2 °F) and a minimum of 22.0 °C (71.6 °F). Flights connecting Cox's Bazar to Dhaka operate daily. Flight from Dhaka to Cox’s Bazar takes one hour. The main airlines serving the airport are Biman Bangladesh Airlines, US-Bangla Airlines, Novoair and Air Astra. In addition, Banking facilities and ATMs are available in Cox's Bazar.

The workweek is from Sunday to Thursday and working hours are from 8:00 to 17:00hrs with one hour lunch break.
