The Work Unit:
The Air Pollution Control Division (APCD) oversees the development and implementation of Colorado’s overall air quality program. APCD consists of 10 programs: 1) Mobile Sources Program (MSP); 2) Indoor Environment Program (IEP); 3) Compliance and Enforcement Program(CEP); 4) Technical Services Program (TSP); 5) Planning and Policy Program(P&P); 6) Oil and Gas Program (O&G); 7) Stationary Source Permitting Program (Permitting); 8) Administrative Services; 9) Climate Change Program; and 10) Community Partnership Program (Environmental Justice Communication, External Community Educational programs). This Business Operations and Analysis Support Unit provides direct support to the Deputy Director of Business Operations and supports legislative affairs when needed.What You Will Do:
This position partners closely with the Deputy Director in overseeing, managing and leading business operations. This position partners with the Deputy Director for Business Operations in developing the strategic priorities, work plan and provides the data used to determine if the division is meeting its strategic and business goals. The position acts in the absence of the Deputy Director and can be informally viewed as a lieutenant to support any business operational needs for the divisionThis position leads or supports improvements in the division’s fiscal planning and overarching budget processes, oversees fiscal note processes, data analysis and broad evaluation on fee structures and sufficiency, and supports all aspects of fiscal sustainability. The position identifies and evaluates governmental and private grant opportunities, including coordination with Governor’s Office Grant Strategy officials and other agency staff. Duties include supporting cross-cutting operational initiatives across divisions such as emergency preparedness, facility operations, Environmental Protection Agency grant oversight and reporting (e.g. Partnership Performance Agreement), Briefings, issue summaries and other written documentation to support program and status within the division and also the executive director’s office.
In partnership with the Deputy Director oversees fiscal note work products for the Air Pollution Control Division. This position applies a suite of management skills including: formulates strategies, processes, and guidelines that directly impact outcomes and work products that support the missions of the division and enhances Business Operations.
Assist the Deputy Director in managing and leading the division’s efforts to effective administration of air pollution control programs. Supports development of division wide work strategic and work plans as needed. Lead or coordinate complex, cross-functional, organization-wide projects or initiatives. Develop and manage performance measures, work plans, implementation plans and related materials to ensure division and business goals are efficiently achieved, measurable, data-driven, and fit within the existing legal, budget and policy constraints. Work with executive and division leadership to improve the visibility of division program performance against established goals. Establishes and maintains robust reporting from programs for various purposes. Support a strong and engaged culture.
Duties range from overarching budget coordination with OSPB, including creation of Decision Items, frequent broad and varied fiscal analyses and program summaries to address information needs for internal or external purposes data management, developing or supporting tracking and management of performance metrics. This position in partnership with division fiscal and operating staff is also responsible for strengthening the division’s infrastructure which includes the partnership with CDPHE Administration, division compliance with universal fiscal, personnel and data governance standards
Key Responsibilities:
Fiscal Notes and Legislative Affairs
In partnership with the Deputy Director oversees fiscal note work products for the Air Pollution Control Division. This position applies a suite of management skills including: formulates strategies, processes, and guidelines that directly impact outcomes and work products that support the missions of the division and enhances Operations. Development and preparation of fiscal notes that are defensible and replicable, with measurable implementation to assess effectiveness.
Fiscal notes are concise, performed timely, and developed with the Budget Office and the Office of State Planning and Budgeting to ensure all needs are met for the division, department and executive branch. Ability to analyze: population changes, capital investment, labor market shifts, resource and capital consumption, economic requirements of utilities, market analysis and forecasting of permittee operations, local and state government impacts, labor impact, rate structures, and behavioral shifts. Liaise with professionals such as engineers, accountants, financial auditors, attorneys and elected officials to develop analyses. Provide comparisons to other division, department and executive branch modeling. Responsible for costing out fiscal notes to ensure increased volume is met with adequate resources. Responsible for appropriately estimating costs for fiscal notes to ensure increased work and deliverables is met with adequate resources. Partner with division program and policy staff to support effective implementation of legislative action and bills.
Budget and Data Analysis
In partnership with the division’s fiscal staff ensures division funding, spending patterns, diagnostic review of accounts and financial health are in alignment with departmental budget and fiscal reporting expectations. central accounting standards and fiscal rules. Develops tools to support fiscal sustainability and to communicate status of sustainability measures
Establish and maintain metric dashboards for key measures including but not exclusive to federal grants, budget execution, cash fund management. Provide a comprehensive continual tool to manage Cash funds, including but not limited to trend analysis, fund balance analysis and working with divisions and leadership on how best to use excess reserves. Develop or partner on division budget submissions to the Administration and OSPB, reports, and budget requests. Monitor and identify trends in other state agency requests and legislature responses.
Evaluate alternative business solutions for the division that allow for more efficient, better, cheaper or expedited
implementation. Liaise with professionals such as engineers, accountants, financial auditors, attorneys and elected officials to develop analyses. Provide comparisons to other division, department and executive branch modeling. Develop annual and 5 year budgetary plans for spending, indirect costs and revenue collections as well as the strategic use of the divisional funds.Develop and report budgetary updates and issues, dashboards and trend analysis to management, accounting, and executive team. Strategically estimate areas of opportunity in the divisions and administration creating budgetary
tracking mechanisms for data driven decisions.Develop long-term budgetary plans for spending, indirect costs and revenue collections as well as the strategic use of the divisional funds. Develop and report budgetary updates and issues, dashboards and trend analysis to management, accounting, and executive team.
Manage or support cross-cutting initiatives and projects required by the department such as emergency preparedness, continuity of operations, data accommodation in order to meet shared goals and objectives.
Organizational Health and Continuous Improvement
Assist the Deputy Director and programs in managing and leading the division’s efforts in implementing cross cutting air pollution control initiatives programs. Manage development of division wide work strategic and work plans as needed. Lead or coordinate complex, cross-functional, multi-program projects or initiatives. May develop and manage performance measures, work plans, implementation plans and related materials to ensure division and business goals are efficiently achieved, measurable, data-driven, and fit within the existing legal, budget and policy constraints. Works with executive and division leadership to improve the visibility of division program performance against established goals
Supports implementation of bills and other organizational initiatives
Partners with department and division deputy director to oversee, manage and implement special projects
Provides detailed analyses and project status summaries to division, departmental or state administration
Coordinates reporting and manages data/metrics on annual work plan, Governor’s Office goals such as Wildly Important Goals (WIGs)
Develops and enhances a culture of robust reporting of performance, metrics reporting and deliverables
Establishes and develops a division-wide dashboard to indicate progress, successes and challenges with key objectives and deliverables.
In partnership with Deputy Director for Business Operations, Identifies opportunities to improve work processes and support organizational development (including staff training, job satisfaction, retention, continuous quality improvement/lean, prioritization, strategic or systems thinking, improved written procedures)
Recommend improvements to the Deputy Director and work with programs within the division to successfully implement organizational and process improvements.
In close partnership with the Deputy Director for Business Operations, monitors cultural norms and oversees aspects of employee growth, assessment and support to individual divisions and programs.
Supports effective change management and organizational development across the divisions.
Supports business process improvement initiatives via lean or other organizational tools
Function as a collaborative business partner within the organization and with other state agencies, public and private entities to improve operations.
Prepares or supports the development of streamlined procedures and processes to support operations.
Grants Solicitation
Establishes processes to identify grant funding opportunities and evaluates alignment with division programs and services. Position researches, identifies, develops and manages the grant application processes from federal, state, foundation, corporations and other private funding sources.
Directly develops grant applications and/or collaborates with division staff on potential funding opportunities. Positions works collaboratively with leadership, fiscal and program staff to prepare competitive grant proposals. Position coordinates with other agencies to identify and resolve cross-cutting issues regarding shared interest grants. A strong focus is placed on meeting organizational and administrative deadlines for grants submission to ensure all needs are met and improve the overall grant process. Supports or manages specialized reporting requirements such as the EPA’s Partnership Performance Agreement
