Description
This is highly responsible, professional and diverse administrative work in planning, organizing monitoring and directing the activities of the Transportation Division for Flagler County while ensuring full compliance with Americans with Disabilities Act (ADA) and Paratransit rules and regulations. Work is performed independently with general supervision by the Transportation Manager. Work is planned and directed through the interpretation and application of guidelines. The Field Operations Coordinator is expected to resolve most problems and to confer with the Transportation Manager on policy problems. Administrative supervision is exercised over a number of skilled, semi-skilled and unskilled employees.
Essential Functions
- Assists in the management of day-to-day demand-response, paratransit, and specialized bus operations across Flagler County.
- Serve as a representative of the Transportation Manager as assigned and perform other related duties in support of departmental objectives.
- Assist in the development of policies, procedures, service plans, and performance measures that support safe, efficient, customer-focused, and compliant operations.
- Supervises Transportation staff, including work prioritization, performance evaluations, and enforcement of policies.
- Lead, develop, and support a high-performing workforce through coaching, performance management, accountability, and professional development.
- Partner with Human Resources to support employee engagement, retention, wellness, and workplace safety initiatives.
- Ensure strict adherence to Federal Transit Administration (FTA) and Florida Department of Transportation (FDOT) Drug and Alcohol regulations, vehicle safety codes, and title guidelines.
- Oversee transit services contract administration with associated procurement and grant-related activities.
- Support risk management, fraud prevention, audits, and the implementation of effective internal controls.
- Prepares, reviews, and submits accurate operational data for the annual operating report (AOR), National Transit Database (NTD), and state reimbursement programs.
- Resolves complex transit scheduling conflicts, paratransit routing errors, and sensitive customer service complaints.
- Collaborates with the Local Coordinating Board (LCB) to build and optimize the local Transportation Disadvantaged Service Plan.
- Prepare and review reports, plans, and communications that support departmental goals and operational priorities.
- Serves as essential personnel during county emergencies and weather disasters, coordinating local evacuation transit.
- Performs other duties as assigned.

- Graduation from an accredited 4-year college or university.
- Minimum of three years progressively responsible experience in administration, operation, supervision or management of transportation.
- Possession of a valid Florida Class ‘C’ or higher Commercial Driver’s License (CDL) with Passenger Transport Endorsement.
- Professional planning experience in the administration and supervision of a transportation system is preferred.
- Any equivalent combination of related training, education and experience may be substituted on a year-for-year basis.

- Ability to negotiate and administer contracts with outside vendors and service providers.
- Ability to provide leadership, counsel, motivation and constructive performance reviews to department personnel at all levels, securing their respective commitments to the department’s goals.
- Ability to prepare and make presentations, analyze data and make recommendations accordingly.
- Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, or political affiliation.
- Ability to successfully transition new policies and plans to operating personnel and ensure all are followed and applied consistently.
