Description
Performs a wide scope of the more complex and specialized paraprofessional financial and statistical record keeping work; maintains journals, general ledgers, and subsidiary ledgers; maintains and updates accounts receivable controls and accounts; classifies and posts expenditures to budgetary accounts; maintains detailed job process and administrative overhead records; analyzes revenue and expenditures, preparing periodic statements; assists with preparation of budget estimates and projections; prepares and maintains trial balances, recapitulations and balance sheets; maintains and updates complex financial and statistical reports; updates budget accounts; maintains detailed job process and administrative overhead records; analyzes revenue and expenditures, preparing periodic statements; assists with preparation of budget estimates and projections; prepares and maintains trial balances, recapitulations and balance sheets; maintains and updates complex financial and statistical reports; calculates and compiles apportionments, shares of financial appropriations, or subventions; receives and classifies accounting data; identifies and resolves a variety of complex account and statistical record keeping problems; prepares periodic billings for special contracts; maintains records for revolving and trust accounts; prepares claims for other government agencies; initiates budget transfers to cover account shortages; operates computers, using County financial software, special on-line software used in an assigned County department, and spreadsheets; may process financial adjustments/corrections on child support cases; may audit Court orders and calculate arrearage on child support cases; may collect current Secured, Supplemental, and Unsecured Property Tax bills; may develop a consolidated record of accounts for delinquent assessments, guaranteeing fiscal accountability and providing an official permanent tax history for each individual parcel; may facilitate redemption of delinquent tax obligations, initiating installment payment plans and performing associated functions according to contractual obligations; may maintain the State of California's Tax Postponement Program for senior and disabled citizens; may reconcile accounts and prepare warrant registers for special districts; may post opening balances to County accounts at the beginning of each fiscal year; explains financial procedures and assigned area technical account record keeping requirements to other staff, representatives of other government agencies, and the public; provides lead direction, work coordination, and training for other staff.Knowledge of:

- Work with computerized financial and special information systems and use a computer for financial and statistical record keeping work.
- Deal tactfully and courteously with the public and other staff when explaining the functions and policies of the work area where assigned.

Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
- Two (2) years of previous financial and statistical record keeping work experience comparable to that of an Accounting Technician I with Trinity County.

TYPICAL PHYSICAL REQUIREMENTS
Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.

DISTINGUISHING CHARACTERISTICS
This is the second advanced and first specialized working level in the Account Clerk/Accounting Technician class series. Incumbents have responsibility for performing the more difficult, complex, and specialized paraprofessional, technical account and statistical record keeping support work, requiring substantial background and experience in the area of financial and statistical record keeping where assigned. This class is distinguished from Accounting Technician I in that incumbents perform a higher level of technical work requiring more comprehensive knowledge of the County and department fiscal system and requirements. It is distinguished from Accounting Technician, Senior in that Accounting Technician, Senior’s are assigned to a more specialized area of a department or program’s fiscal record keeping, requiring greater knowledge the County’s fiscal system and specialized knowledge of the Department or program fiscal system where assigned. In addition, Accounting Technician, Senior’s have delegated day-to-day responsibility for a major component of the County’s or a Department’s fiscal system.
REPORTS TO
A variety of County supervisory or management positions, depending upon the department or program area where assigned.
CLASSIFICATIONS SUPERVISED
This is not a supervisory class. However, incumbents may provide lead direction and work coordination for Account Clerk I’s or II’s and Accounting Technician I’s.
DISASTER SERVICE WORKER
In addition to our everyday duties, we have an added responsibility to help in a declared disaster. Under California law, all public employees are Disaster Service Workers and may be called upon in the event of a disaster. The roles and responsibilities for Disaster Service Workers are authorized by the California Emergency Services Act and are defined in the California Government Code 3100-3102; Labor Code 3211.92(b).
