JLT Public Sector, part of Marsh, is a long-standing specialist in risk, insurance and claims solutions for local government. For more than 50 years, we have worked with councils to help protect community assets, strengthen service resilience and reduce the impact of claims on local communities.
This is an opportunity to join a specialist public sector risk team working directly with more than 100 local government organisations across Victoria and Tasmania, and alongside your peers, across more than LGA’s 500 nationally.
Local government is complex, diverse and deeply connected to community outcomes. Councils manage public infrastructure, community facilities, roads, recreation reserves, essential services, climate exposures, statutory obligations and high public expectations. The risks are practical, visible and important. As Manager – Risk Advisory, Public Sector Risk and Resilience, you will help councils improve their understanding, management, and response to those risks.
You will be part of a Risk Team with a clear purpose: To help make communities safer, protect community assets, improve business resilience and reduce the impact of claims on our Mutual and Member clients.
Reporting to the Divisional Manager – Risk, this is a hands-on, client-facing advisory role. You will work directly with council executives, senior managers and risk professionals to develop and deliver practical risk services across strategic risk, business resilience, property risk, liability risk and emerging public sector risk issues.
A key focus of the role will be supporting councils to strengthen business continuity, emergency readiness and organisational resilience. This role will suit an experienced risk professional who wants to apply their capability to work that has a direct and positive impact on communities.
We will count on you to:
- Provide high-quality risk management advice to local government Members, including written advice, verbal guidance, workshops and practical support.
- Lead and deliver risk advisory projects across business resilience, strategic risk, property risk, liability risk, climate-related risk and emerging public sector issues.
- Develop practical guidance, tools, templates and assurance resources that help councils improve risk management capability.
- Support councils to strengthen business continuity planning, critical service resilience and incident readiness.
- Design and deliver training, seminars and workshops for council officers, managers and executives.
- Identify sector trends, claims drivers and emerging risks, and translate these into practical member support.
- Build and maintain trusted relationships with senior council stakeholders.
- Support and mentor colleagues within the Risk Team.
- Apply strong communication, critical thinking and problem-solving skills to complex and varied local government risk issues.
- Contribute to the ongoing development of JLT Public Sector’s risk services and member value proposition.
What you need to have:
- Strong practical experience in risk management, assurance, business resilience,
- insurance, claims, governance, public sector advisory or a related field.
- The ability to provide clear, practical and credible advice to senior stakeholders.
- Experience planning and delivering advisory, consulting, policy or operational improvement projects.
- Strong written communication skills, including the ability to prepare guidance, reports, tools and member-facing resources.
- Confidence facilitating meetings, workshops, training sessions or stakeholder discussions.
- Sound judgement, curiosity and the ability to work through complex or ambiguous risk issues.
- A tertiary qualification in risk management, business, law, public policy, governance, emergency management, business continuity or a related discipline is desirable.

- Knowledge of liability, property risk, insurance, and claims management.
- Deep understanding of civil liability, public authority risk or local government statutory obligations.
- Mastery of leading projects that improve organisational risk capability.
- Significant experience with the Local Government Act and other legislation relevant to councils.
- A genuine interest in community safety, public value and asset resilience.
