Job Overview

Georgetown Law’s Center for Innovations in Community Safety (CICS) seeks a Director of Law Enforcement Initiatives to lead its work to strengthen systems of police accountability, reduce unnecessary racial disparities in policing, and reinforce law enforcement agencies’ capacity to protect democratic principles in the United States.

 

The Director of Law Enforcement Initiatives will be primarily responsible for leading all aspects of CICS’s program development in its policing portfolio, including technical assistance and monitoring, training, advocacy, and communications as well as assisting with the development of relevant research projects.

 

The Director’s portfolio will include CICS’s flagship Active Bystandership for Law Enforcement (ABLE) and ABLE Leadership Institute (ABLE LI) Projects. ABLE seeks to bring cultures of active bystandership and peer intervention to law enforcement agencies. ABLE training has reached over 435 law enforcement agencies across the nation, and a quarter of the nation’s population lives in a jurisdiction served by an ABLE agency. ABLE LI expands upon the core principles of ABLE’s gold standard peer intervention training to support ethical and courageous decision-making among law enforcement executives. The Director will be responsible for developing and executing a long-term vision for the continued growth and impact of ABLE and the ABLE Leadership Institute. The Director will also lead other CICS ongoing efforts related to democratic policing, reform, protection of civil rights and law enforcement accountability, and develop similar new initiatives. This role includes both high-level strategic development and hands-on project management.

 

The Director will work closely with the Director of Community Safety Initiatives and the Executive Director to develop and advance CICS’s agenda to transform the nation’s public safety infrastructure to focus more on prevention and early intervention, protect civil rights, and reduce the size and scope of the nation’s carceral system.

 

Additional duties include, but are not limited to:

  • Lead ongoing strategic development and execution of CICS’s law enforcement portfolio, including conceiving of and launching new programmatic efforts, building and maintaining relationships with law enforcement leaders and key organizational partners, and representing CICS in the media and at convenings

  • Direct and manage a small team of programmatic staff and contractors working on complex, multi-year projects within the portfolio

  • Raise money to support the development of the portfolio, including by identifying, and securing opportunities to provide technical assistance and assessment to cities, counties, states, and law enforcement agencies

  • Lead planning of convenings, symposia, and webinars designed to build the knowledge base of law enforcement professionals and advocates

  • Identify opportunities and lead work to support law enforcement reforms at the municipal, county, state, and federal levels

 

Work Interactions

This position reports to the Executive Director of CICS. The person filling this position will work closely alongside CICS’s Faculty Directors and the Director of Community Safety Initiatives, and will supervise other members of the team assigned to work on law enforcement initiatives.

Work interactions will also include close coordination and collaboration with GU/GULC’s officers of Financial Affairs, Human Resources, Development, Communications, IST, Events, General Counsel, and the office of Centers & Institutes.

Requirements and Qualifications

  • A B.A. and 10+ years of post-undergraduate experience, including 4+ years working inside of or focused on law enforcement agencies

  • 4+ years of experience as a direct supervisor of staff, with exceptional management instincts and the ability to lead, motivate, and develop a diverse team

  • Significant experience with police reform efforts and familiarity with developments at the federal, state, and local levels

  • A well-developed theory for how to partner with and support law enforcement and community leaders to protect core democratic principles and civil rights in the United States

  • Ability to travel as necessary for conferences, speaking engagements, and business development

  • Extraordinary project management skills, with the demonstrated ability to manage and balance several long-term, complex projects simultaneously

  • Demonstrated ability to take initiative and work both independently and collaboratively

  • A strong commitment to CICS’s mission

 

Preferred Qualifications

  • A J.D. or other advanced degree in criminal justice, law, public policy, criminology, or other related field

  • Strong existing relationships among law enforcement executives nationwide

  • Experience with fundraising and/or business development in a non-profit environment, including identifying, proposing, and managing grantmaking projects, revenue generating agreements, and/or major gifts

  • Concrete experience with law enforcement monitoring or consulting agreements, either as a party to litigation or as part of a team, and a strong interest in both strengthening community engagement and participation in monitoring agreements, and making monitoring more cost-effective and sustainable

  • Experience and familiarity with police training best practices

  • Familiarity with quantitative and qualitative data analytic methods commonly used to measure the efficacy of police reforms

  • Ability to communicate effectively and with cultural competency with a wide range of audiences, including the public, researchers, law enforcement officers at all levels of the organization. Communications skills should include writing, media appearances (written and/or on-camera), and public speaking

Pay Range:

The projected salary or hourly pay range for this position which represents the full range of anticipated compensation is:

$80,429.00 - $157,238.93

Compensation is determined by a number of factors including, but not limited to, the candidate’s individual qualifications, experience, education, skills, and certifications, as well as the University’s business needs and external factors.
