Capital Project Manager

The Capital Project Manager performs advanced project management responsibilities. Under the guidance of the City Engineer, this position plans, budgets, and schedules all aspects of more complex, and/or highly visible capital improvement and other City Funded/sponsored projects; administers consultant contracts; coordinates design reviews, environmental reviews, coordinates property and permit acquisition; coordinates building and contract awards; may oversee construction management teams; and monitors project closeouts. Projects assigned at this level generally have City Administrator, Council, and/or significant public interest. Project budgets tend to be larger than most capital projects.Work activities involve multiple skills and may include, but are not limited to, any or all of the following depending on area of assignment, crew needs, emergency services, special projects, and seasonal factors:

1. Coordinates and/or attends planning meetings to determine objectives, program plan and projects scopes.
2. Develops and negotiates schedules for design and construction, monitors and coordinates activities of contractors, consultants, committees, community organizations, and users during construction.
3. Coordinates consultant selection process. Prepares negotiates and administers consultant agreements.
4. Develops contract and project specifications and negotiates contracts for design and construction of projects.
5. Coordinates review of design and construction work performed by consultants and contractors.
6. Monitors and evaluates project construction and costs to ensure timely progress, and ensure compliance to specifications and budgetary restrictions.
7. Reviews and clears for approval contractor payments.
8. Prepares and processes change orders.
9. Verifies accuracy of product and service invoices and project accounting.
10. Coordinates project closeout and budget reconciliation and evaluation.
11. Plans capital improvement and other City funded/sponsored projects by preparing necessary documents, providing description of project objectives, participant responsibilities, project description and project methodologies.
12. Prepares reports, correspondence, advertisements, and official documents.
13. Oversees the planning and development of citizen participation plans to inform and explain project objectives and answer questions from the public, media and other agencies.
14. Performs other related duties of a comparable level/type as assigned.
15. Provides technical support for negotiation of interagency or local agreements
16. Prepares cost and scheduling analysis reports for multiple projects and acts as technical resource to others on project schedule and budget.
17. Makes presentations to elected officials, community groups and general public on projects.
18. Acts as project lead for assigned projects from conception to implementation.
19. Assist in the development of the six-year CIP through various tasks including participation in the master planning of facilities, grant procurement, and project scoping and estimating of individual projects.
20. Assists the CIP Group in the coordination, development and completion of the individual CIP projects within established performance measures.
21. Represents CIP group on City service teams.

Supervisory Responsibility
No direct supervisory responsibilities though management of projects includes directing project related activities of the project team members.

• Bachelor?s degree from an accredited university in Business Administration, Construction Management, Architecture, Civil Project Management, or related field.
• Minimum five (5) years progressively responsible experience in civil project management or construction management.
• Any related professional membership association and credential is preferred, for example, a Project Management Professional (PMP) certification would be desired or encouraged to be obtained.
• Municipal local government experience is preferred.
• Complete a comprehensive criminal background screening prior to hire.
• Valid driver?s license and ability to provide driver?s abstract with a good driving record.

Work is primarily performed in an office with prolonged periods of sitting, must be able to travel from site to site, to other meetings and job locations. Work is also performed outdoors, visiting construction sites, in all types of terrain and weather conditions, around water, under dirty, uncomfortable spaces, with a noise level in the work environment that may be moderately loud, may be exposed to fumes, airborne particles or bloodborne pathogens, potential toxic or caustic chemicals, grease, smoke, gases, heat, cold, vibration, and other hazardous conditions at construction sites including vehicular traffic and construction equipment. Work requires manual dexterity, hearing and visual acuity, and the ability to crawl, climb, bend, twist, stoop, kneel, stand, sit, walk, and to maintain such activities throughout a work shift. Weekend and after-hours work may be required as well as after-hours response to situations and emergencies.
