The City of Tukwila is seeking a Senior Human Resources Analyst for a 6-month limited term assignment. We are a small team of 4 serving an employee population of over 300 employees. We work with 3 unions and have 8 bargaining units. The Senior Human Resources Analyst will work closely with the Deputy HR Director in working with the unions, conducting investigations, guiding management staff, writing policies and procedures, and performing leave management activities.  

The role is term-limited for a period of six months and will be offered benefits.  

Qualified candidates will have experience in supporting labor, employee relations, classification & compensation, and leave management. We are looking for a highly engaged, hands-on human resources professional who embodies the City of Tukwila values to include Caring, Professionalism and Responsiveness.

The City of Tukwila is 9.6 square miles of opportunity and a dynamic place to work. The population is over 22,000 at night and up to 150,000+ during the day. Tukwila shares borders with the Cities of Seattle, Renton, SeaTac, Burien, and Kent. Its central location lies in the heart of the Puget Sound region, sitting 12 miles south of downtown Seattle, 17 miles north of downtown Tacoma, and just east of SeaTac Airport. It is easily accessed by I-5 and I-405 or via either of Tukwila’s two train stations, the Sounder Station or the Sound Transit Light Rail Station.

Salary range: $9,000 - $12,000 monthly

Note: We don’t typically start at the top of the salary schedule. 


The position will remain open until filled with first review of applications on August 10, 2026.

  • Supports departments with employee relations and engagement, policy interpretation, and coaching/performance management guidance. 
  • Facilitates the resolution of employee relation matters serving as an internal consultant for employees and leaders while demonstrating sensitivity, fairness, confidentiality and maintaining legally sound practices. 
  • Manages and resolves complex employee relations matters; conducts effective, thorough and objective investigations, reporting findings and making recommendations. 
  • Manage, track and coordinate responses to grievances and discipline within CBA timelines as needed
  • Communicate with employees regarding their FMLA rights and responsibilities and ensure compliance of the Family Medical Leave Act (FMLA) and other federal and state regulations and leave programs. 
  • Perform job audits and analyses of individual positions; recommend reclassifications; develop new or revised job classifications with employees and supervisors.
  • Assist Deputy Human Resource Director in contract negotiation research, writing and proofing of contract language, and may sit at collective bargaining table during negotiations
  • Research legal requirements and may develop or assist in the development of compliance policies.
  • Maintain confidentiality of sensitive and confidential materials.
  • Performs other duties as assigned.

Knowledge of:

  • Principles and practices of public human resources administration including employee relations, labor relations, investigations, performance management, recruitment and selection, classification and compensation, job analysis, benefits administration, and training.
  • All applicable federal, state and local laws, rules and regulations pertaining to public human resources administration, such as FLSA, leave laws, ADA, Civil Service requirements, and all applicable labor contracts.
  • Job analysis methods and techniques.
  • Statistical and research methods.
  • Windows based computer systems.

Ability to:

  • Provide professional human resources services independently with limited direction, exercising discretion and reasonable judgement. 
  • Interpret, apply and explain rules, regulations, policies, and procedures.
  • Conduct research, read, interpret and analyze complex facts and issues; evaluate alternatives, and recommend solutions and/or innovative new approaches based on findings.
  • Listen effectively and explain complex issues and applicable legal requirements, policies, and procedures to internal and external customers.
  • Perform job analysis, position audits and other research.
  • Write clearly and succinctly in a variety of communication settings and styles; can get messages across that initiate appropriate actions. 
  • Communicate effectively in order to take direction, provide consultation, justify recommendations, conduct training, deliver public presentations, and other related tasks.
  • Establish and maintain effective working relationships with co-workers, city staff, and the public.
  • Provide excellent customer service, in sometimes stressful situations, to internal and external customers. 
  • Prepare reports, correspondence, forms, questionnaires and surveys.
  • Effectively handle multiple assignments while maintaining accuracy of information and meeting deadlines.
  • Maintain confidentiality of business records and other information.
  • Use all office equipment proficiently including windows-based personal computers and related software applications that support the human resource management function.
  • Maintain regular and reliable attendance.

Required: Bachelor’s degree in Human Resources, Business, Labor Law, Public Policy or a related field, and four (4) years of related work experience or an equivalent combination of education and experience to provide sufficient evidence of the successful performance of the essential elements of the job such as those listed above. Experience in Public Sector Human Resources preferred.  

  • Valid Driver's License.     
  • Must be fingerprinted and pass a background check prior to hire.
