Incumbent serves as Utilities Engineer with responsibility for overseeing the planning, design, construction, and maintenance of the water, wastewater, and stormwater systems and compliance with local, state, and federal regulations, as well as supervision of department personnel.

Primary

Oversees planning, design, and construction of the water, wastewater, and stormwater systems including mains, pump stations, storage tanks, inlets, and other components of the infrastructure. Evaluates the need for water, wastewater, and stormwater system expansion, rehabilitation, and elimination.

Perform process engineering by working with the plant superintendents and operators at both the water and wastewater treatment plants to optimize the treatment processes, improve efficiencies, and minimize costs related to operations, maintenance, and capital project improvements.

Designs water, wastewater, and stormwater systems infrastructure and components. Performs topographic field surveys and prepares plans and specifications for official approval, public review, or publication. Certifies in-house designs for permitting purposes with the state of Indiana. Performs technical assistance to transmission and distribution crews performing construction and engineering inspection staff overseeing construction.

Reviews professional engineering designs of water, wastewater, and stormwater systems components prepared by the private sector for system expansion, ensuring compatibility with existing and future systems and compliance with local, state, and federal regulations.

Performs water distribution modeling of network system expansion. Maintains current water distribution network model. Reviews water distribution-modeling data for systems expansion. Signs and approves Indiana Department of Environmental Management applications for water distribution system expansion.

Performs, maintains, and reviews wastewater and stormwater models for determining system capacity to evaluate the collection system, ensuring compatibility with existing and future requirements.

Supervises and directs department personnel, including hiring, training, directing, and evaluating work assignments.

Prepares documents relating to the hiring of consultants and contractors. This includes contract documents, and bidding documents, reviews bids received and recommends approval to Utilities Service Board and/or Director. Manages the construction of water, wastewater, and stormwater systems projects including technical assistance, approval of change orders, and approval of invoices for payment.

Receives and investigates water, wastewater, and stormwater systems complaints from citizens, and initiates appropriate action in solving valid complaints.

Secondary

Performs related duties as required.

Minimum knowledge equivalent to a bachelor's degree in civil engineering or related field, or equivalent knowledge, skills, and abilities to perform the essential duties of the position.

Minimum experience equivalent to three years of relevant work and/or education experience.

Ability to obtain certification in the State of Indiana as a Professional Engineer.

Knowledge of the principles, techniques, and accepted practices of water, wastewater, and stormwater engineering, construction, and maintenance.

Ability to effectively supervise, direct, and evaluate the work of others.

Ability to effectively manage the work of outside consultants and contractors.

Ability to use the computer for water, wastewater, and stormwater network calculations, word processing, spreadsheets, database management, GIS, computer-aided drafting, and other job-related software.

Ability to legally drive a motor vehicle.
Difficulty of Work

Most work is performed in a modern office environment, with site visits also required that expose the incumbent to construction-related hazards and all weather conditions. Position requires moderate physical exertion. Incumbent is frequently required to work overtime and attend evening meetings. Incumbent applies a variety of rules, laws, and engineering knowledge to coordinate and direct the construction and maintenance of water, wastewater, and stormwater systems. Errors are not readily apparent through supervisory review and may result in substantial loss of department monies, and violation of federal, state, and local rules and regulations.

                                                                                                            Personal Work Relationships 

Contact is maintained with coworkers, design engineers, contractors, private interests, and members of the general public relating to explanations of Department policies and engineering questions.  Incumbent makes frequent presentations related to the development and maintains regular contact with other governmental agencies to ensure legal compliance and submission of applications.
