Business Innovation, Technology and Security (BITS)

Operations & Strategy provides management and oversight for key administrative and technical services that enables CDHS to achieve their goals. It is responsible for a number of support functions to make our agency as efficient, effective and impactful as possible. Operations & Strategy comprises Human Resources; Facilities Management; Audit; Business Innovation; Technology and Security; Emergency Management; Legal; Performance Management; Communications; Project Management; and Leadership & Organizational Development.


Business Innovation, Technology, and Security (BITS) is responsible for managing the Department’s information technology (IT) providers, including relations with the Governor’s Office of Information Technology (OIT). The division serves as the main point of contact for departmental issues involving technology resources and needs and coordinates activities with the program staff for IT support, operations, maintenance, modernization and implementation of new IT systems.

Hybrid Work Assignment:  Minimum of 2 days per week in the office

This position serves as the enterprise agency owner for IT asset management (ITAM) and technical process governance within business operations. The role provides leadership and strategic direction for the full lifecycle management of software and hardware assets, product governance, identity and access management, video conferencing support, and technology procurement. The incumbent is responsible for developing strategic plans for the maintenance and potential replacement of technology assets. Additionally, this role ensures that staff maintain accurate inventory and manage agency assets in a fiscally responsible manner.

The Business Technology Operations Manager position is structured around five primary duty areas, each comprising 20% of the role's responsibilities:
  • Strategic Planning & Asset Life Cycle Governance: Directs the optimization of the CDHS technology asset portfolio by managing the full lifecycle—from procurement and deployment to maintenance and disposal—while implementing continuous process improvements and ensuring data integrity.

  • Fiscal Oversight & Strategic Procurement Governance: Manages IT financial planning, forecasting, and vendor governance. This includes engineering multi-year financial forecasts, overseeing invoices and chargebacks, and monitoring vendor contracts and Service Level Agreements (SLAs).

  • Identity Management & Technical Process Governance: Oversees identity governance and access management, including Active Directory and Google account lifecycles. Responsibilities include enforcing security protocols for onboarding/offboarding, maintaining a 90-day decommission cycle for inactive accounts, and ensuring compliance with licensing agreements.

  • Procured Hardware Life Cycle Management: Leads the strategic transition to an agency-owned hardware model. Key responsibilities include forecasting replacement needs due to planned obsolescence, governing security updates and patch management for endpoints, and overseeing the secure and responsible disposal of end-of-life devices.

  • Other Duties as Assigned: Provides daily leadership and operational oversight for the specialized operations team. This includes establishing performance metrics, managing workloads, supporting professional development, and aligning team activities with organizational goals.



EXPERIENCE ONLY:
Nine (9) years of professional experience in a technical role in Project Management, Data Operations, Data Management or relevant occupation with a minimum of two (2) years as a supervisor or manager.

EDUCATION AND EXPERIENCE

A combination of related education in Business Administration, Business Technology Management, Organizational Leadership, Management Information Systems or related field and/or relevant experience in Management, Data Operations, Data Management or other relevant occupation equal to nine (9) years with a minimum of two (2) years as a supervisor or manager.


Preferred Qualifications:


  • Management of cross-functional teams and improved collaboration.

  • Experience of supporting data-driven decision-making and problem-solving.

  • Project Management experience successfully keeping projects on schedule and within budget.

  • Knowledge of budgeting and financially monitoring costs and improving operational efficiency. 

  • Using strategic planning to enabling long-term business growth and process improvement.

CDHS Selection Process Explanation

Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications. After minimum qualification screening, the comparative analysis process will involve a reviewing and rating of all the information you submit. The comparative analysis step may also include your results from standardized testing.
