The Role
The PIC Management Consultant is a key member of the MRI Public Housing Professional Services Team, responsible for delivering MRI's PIC Management services to public housing agencies across the United States.
This role serves as a trusted advisor to housing authorities by managing their HUD PIC reporting and compliance activities, improving submission accuracy and performance, assisting with SEMAP readiness, and helping agencies navigate complex HUD reporting requirements.
The PIC Management Consultant acts as the primary point of contact for assigned agencies, building long-term client relationships through proactive communication, compliance guidance, and ongoing operational support. This role manages an ongoing portfolio of clients and focuses on long-term service delivery rather than project-based software implementations. The consultant works directly with agency staff, HUD field offices, and internal MRI teams to provide proactive support and exceptional client service.
The ideal candidate combines strong public housing knowledge with excellent analytical, communication, and client management skills. This individual must be comfortable managing multiple agency portfolios, conducting client meetings and presentations, researching and resolving complex compliance issues, and building trusted relationships with clients.
Limited travel may be required, primarily for conferences, client visits, training events, or strategic client meetings.
You will play a critical role in helping housing authorities maintain HUD compliance, achieve strong PIC submission rates, and maximize SEMAP performance while allowing agency staff to focus on serving their communities.
You Will:
As a PIC Management Consultant, you will lead or participate in the following activities:
Manage a portfolio of public housing agencies receiving MRI PIC Management services.
Review, analyze, and submit HUD PIC records on behalf of assigned clients.
Identify, research, and correct errors preventing successful PIC submissions.
Monitor PIC submission rates and help clients achieve and maintain compliance goals.
Review HUD reports, error dashboards, delinquency reports, and submission exceptions to identify corrective actions.
Provide agencies with unresolved errors, late reports, and recommendations for resolution.
Conduct recurring client meetings, presentations, and status reviews.
Assist agencies with SEMAP-related PIC indicators and fiscal year-end preparation.
Coordinate with agency staff and HUD field offices regarding PIC access, authorization, and compliance matters.
Support clients through regulatory and operational changes impacting HUD reporting requirements.
Document client activity, maintain tracking tools, and provide accurate project and service updates.
Collaborate with internal teams to share knowledge, improve processes, and strengthen service delivery.
Build strong client relationships through proactive communication and responsive support.
Participate in internal training, mentoring, and continuous improvement initiatives.
Prepare and present agency performance metrics, submission status, compliance findings, and recommendations to client stakeholders.
Perform other duties as required.
You Have:
Bachelor's degree or equivalent experience.
3+ years of experience in public housing, HUD compliance, software consulting or support, housing authority operations, PIC submissions, or related client services roles.
Strong understanding of HUD Public Housing and/or Housing Choice Voucher programs.
Experience analyzing compliance data, HUD reporting requirements, occupancy functions, certifications, inspections, SEMAP, PIC submissions, or related compliance activities.
Excellent problem-solving and analytical skills with the ability to investigate and resolve complex data issues.
Strong presentation and facilitation skills, both virtual and in person.
Proven ability to manage multiple priorities and client relationships simultaneously.
Excellent verbal and written communication skills.
Ability to work independently while contributing to a collaborative team environment.
Strong customer-service mindset with a commitment to client success.
Nice to Have:
Direct experience performing HUD PIC submissions.
Experience working for a Public Housing Authority or housing software provider.
Familiarity with MRI PHA Pro, QuicPIC, HAB, Tenmast, or other housing management platforms.
Experience supporting agencies during SEMAP reporting or housing authority compliance activities.
Knowledge of HUD 50058 processing and HUD compliance requirements.
Experience delivering training, client presentations, or consulting services.
Understanding of data analysis, reporting, or troubleshooting within public housing software systems.
Familiarity with HUD security, authorization, and MFA requirements.
