King County District Court Profile

King County District Court (KCDC) is the largest and most technologically advanced Court of Limited Jurisdiction in the State of Washington. It currently processes approximately 300,000 matters per year with 25 elected judges and roughly 250 employees at 8 courthouse locations. The Court is a leader in many areas involving public safety and access to justice, including the use of problem-solving courts, jail-alternative programs, technology- and judge-managed probation services. Thirteen cities contract with King County for court services provided by KCDC.


Position Summary

King County District Court is seeking applicants for a Human Resources Director. The Human Resources Director is a strong, innovative, action-oriented leader with well-rounded experience in a multitude of HR functions, including public-sector labor relations, contract administration, employment investigations, leaves, accommodation and recruitments. The incumbent is responsible for the day-to-day management of all HR service delivery. Work is performed at a professional level with the expectation of being a strategic business partner by providing expert advice to all levels of employees and judicial officers throughout the Court.  This position reports to the Chief Administrative Officer (CAO) and Deputy Chief Administrative Officer (DCAO) and supervises all Human Resources employees.



  • Serve as the Senior Advisor to the Court’s Chief Presiding Judge, Executive Committee, CAO and DCAO.
  • Collaborate as part of the Court’s Senior Leadership Team by utilizing continuous improvement methods to improve delivery of human resources functions.
  • Lead, educate and advise on Labor Management and Contract Administration matters, and strategize, advise and lead Negotiations for the Court’s working conditions contract. Participate in the County’s coalition and wage contract bargaining.
  • Conduct or supervise employment investigations and respond to complaints from the EEOC, OCR, and Ombudsman's Office. Serve as the Court’s representative in hearings and respond to employee grievances and arbitrations.
  • Provides Staff support to the Judges’ Personnel Committee.  
  • Draft, recommend, bargain and implement policies regarding personnel matters.
  • Assist with the development and delivery of training related to personnel policies, procedures, supervision, performance management & appraisal, benefits, EEO, FMLA/KCFML (King County Family Medical Leave), ADA, and other regulatory compliance as deemed necessary by the Court.
  • Update and maintain the KCDC Personnel Guidelines and other policies to keep in compliance with updated laws, rules and policies decisions.
  • Handle complex issues and questions including sensitive and confidential matters.
  • Coaches, trains, motivates staff, and manages the workflow and prioritization of projects, and measures the performance of the HR unit.
  • Through oversight of the CAO/DCAO, oversee, lead and handle all aspects of HR service delivery.


  • Ability to provide expert and customer service focused Human Resources advice to all levels of the organization. 
  • Demonstrated experience in delivering and advocating labor and policy directives from the Court’s Executive Committee, CAO and DCAO with a strategic focus. 
  • Ability to clearly advocate the Court’s position in negotiations, grievances, and arbitration proceedings.
  • Demonstrated experience in Human Resources Management with an emphasis in the areas of employee and public-sector labor relations.
  • Ability to establish and maintain effective working relations with colleagues at all levels of the organization, including Judicial Officers and external customers.
  • Ability to be a self-starter, take initiative, apply creativity to juggle multiple projects simultaneously. 
  • Demonstrated ability to welcome and accept feedback to continuously improve leadership skills.
  • Ability to build and sustain inclusive and equitable teams through employee engagement, performance management and development in a dynamic work environment.
  • Ability to analyze, solve problems, and plan operational needs.
  • Ability to remain calm under pressure and resolve conflict at the lowest level in stressful situations.
  • Bachelor’s degree from an accredited college or university in Human Resources management, Business or Public Administration, Social Sciences or closely related field, or any combination of education and/or experience that demonstrate the ability to perform the essential functions of this position.

  • Work scheduleRegular, working a 40-hour work week. Responsibilities occasionally may require working additional hours in order to meet deadlines. After hours, on-call support is required.
  • Working ConditionsWork is typically performed in an office environment with a moderate amount of noise (computers, printers, light traffic).  This role routinely uses standard office equipment. 
  • Work location: Your primary location will be King County Courthouse, 516 3rd Ave., Seattle, WA 98104, however, you may also be assigned to work at any District Court location, including Shoreline, Seattle, Redmond, Issaquah, Bellevue, Burien, or Auburn. Employees must reside in Washington state and within commuting distance to the King County Courthouse to meet sporadic workplace reporting requirements.
