The Colorado Department of Revenue (CDOR) Taxation Division is searching for a strategic and detail-oriented professional to join our team as a GRC Business Analyst (QA). In this role, you will help us protect the integrity of Colorado’s tax administration. You will work within the Governance, Risk, and Compliance (GRC) Unit, which is a vital part of the Research and Legislative Services (RLS) Section. Our unit's mission is to make sure the Taxation Division follows the best standards for risk management, quality control, and legal compliance. We continuously review systems data, spot risks, look for ways to automate work, and find ways to make our daily business operations run smoother and more securely.


As a designated Staff Authority for quality assurance, you will be the go-to expert for designing technical, risk-based solutions that find errors, catch quality issues, and automate review processes. Management and your peers will rely on your specialized knowledge to help shape program policies and direct major compliance strategies. Instead of just following a set checklist, you will have the freedom to decide how we evaluate operational excellence and compliance across the department.


In this position, you will balance high-level strategy with hands-on technical work. You will spend your time building connections with different tax units, researching complex rules, and using data to solve problems. Your work will directly impact how we protect taxpayer resources and make state government more efficient.


What You'll Do

In this role, you will lead quality reviews and build technical models to spot system risks. Your main responsibilities will include:

  • Analyze Business Environments: Study and document how different tax divisions operate, including their processes, technical systems, and cloud software. You will use this deep understanding to spot gaps and help teams work more effectively.

  • Develop Strategic Solutions: Critically review business data across state programs to find ways to improve compliance and efficiency. You will write and present professional report findings and strategic recommendations to key stakeholders.

  • Create Performance Metrics (KPIs): Propose and design clear, measurable Key Performance Indicators (KPIs) to grade the quality of tax processes. You will have the authority to decide which metrics—such as maximum allowable error rates—will define success for the division.

  • Lead Quality Assurance Projects: Run QA projects from start to finish. You will consult with stakeholders to define project scopes, prevent projects from growing too large (scope creep), and use traceability matrices to ensure every business need is met.

  • Audit Tax Accounts & Catch Fraud: Regularly review high-risk tax accounts, refunds, and transactions using data analytics and artificial intelligence. You will decide if transactions contain quality errors or indicators of fraud, employee theft, or insider threats, and report exceptions to management.

  • Write Queries and Code: Build and maintain data models using SQL and Python to extract and clean data from our tax systems. You will combine tax database extracts with other sources, analyze the data, and build visual dashboards to report findings.

  • Improve Screening Logic: Help refine the GRC team’s search rules and screening systems. You will suggest and test modifications—such as adding new data fields—to make fraud-detection models more accurate and reduce false positives.

  • Collaborate and Pivot: Support your team members on ad-hoc projects and balance your personal workload dynamically. You will use strong organizational agility to adjust your focus quickly to support urgent team goals and critical business deliverables.

Minimum Qualifications:

Experience Only: Seven (7) years of professional experience performing work directly related to the duties of this position, including experience in any of the following areas:

  • Utilizing data extraction and analysis tools (such as SQL and Python) to develop, maintain, and/or enhance data analytics models.

  • Executing and managing Quality Assurance (QA) programs/initiatives and applying Governance, Risk, and Compliance (GRC) principles.

  • Reviewing tax data, accounts, refunds, and transactions for errors, variances to procedures, or signs of internal theft, corruption, sabotage, or fraud using IT tools and data analytics.

  • Formulating, developing, and presenting strategic solutions and/or recommendations to stakeholders to enhance organizational compliance, operational efficiency, and overall effectiveness.

OR 

Education and Experience: A combination of relevant college education (such as Accounting, Finance, CIS, IT, Business Administration, Public Administration, Data Science, or Statistics) and professional experience listed above that equals seven (7) years total.

Preferred Qualifications:

The ideal candidate will possess the following skills:

  • Advanced proficiency in utilizing data extraction and analysis tools (such as SQL and Python) to develop, maintain, or enhance data analytics models.

  • Demonstrated experience executing Quality Assurance (QA) programs and applying Governance, Risk, and Compliance (GRC) principles.

  • Hands-on experience auditing tax data, accounts, and transactions using IT tools and data analytics.

  • Proven experience formulating and presenting strategic recommendations to organizational leadership.

  • Proficiency in Google Suite.

  • Proficient in Microsoft Word and Excel.


Conditions of Employment with the CDOR:

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence. 


As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.

Pursuant to the Universal Driving Standards Policy, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle. 

To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who: 

  • Have an assigned State fleet vehicle

  • Are required to operate a vehicle as part of the position

  • Utilize a State fleet vehicle as a pool vehicle
