Description

- Conducts difficult, sensitive, highly visible, and complex analytical work that has a significant impact on the functions and operations of assigned department; evaluates and makes policy recommendations on special projects and/or a variety of complex, sensitive, or highly visible administrative, organization, policy, budget, fiscal and other issues related to important functions of the department.
- Serves as a subject matter expert, providing information to management; evaluates the results of studies and makes recommendations on a broad spectrum of specialized administrative and program-related matters and advises management on the impact of proposed changes.
- Gathers, consolidates and analyzes complex qualitative, quantitative, confidential, and sensitive data, datasets, statistics, and information from multiple sources to identify trends and insights for recommendations and solutions on business and management issues; prepares and presents reports and data visualizations for the purpose of communicating information clearly and efficiently.
- Collects, analyzes, and presents data and information on management's position regarding contract negotiations, grievance resolution, and other labor relations and sensitive, confidential management matters; acts in a confidential capacity to management staff and supports retrieving and organizing strategic information and formulating policies and proposals for/during collective bargaining.
- Leads change management efforts to help the Department adapt to new federal and state policies, technologies, and processes; provides support to department employees during the transition.
- Establish a continuous improvement framework within the Department to streamline processes, reduce waste, and improve efficiency.
- Develops technical specifications, scope of work for contracts, requests for proposals, and other procurement-related documents; participates in contract negotiations; recommends award of contract, maintains contract documentation, and monitors contract performance.
- Leads the work of outside research consultants; defines consultant tasks; oversees consultant work; provides feedback and advice to consultants on an ongoing basis; acts as a point of contact with District staff; evaluates results of consultant performance.
- Acts as project or program manager for special projects and/or programs as assigned; establishes project schedules and study methods, assigns work functions; evaluates work quality.
- Consults with management and employees, representatives from external organizations and groups, and the general public to give and/or secure necessary information.
- Collaborates with Innovation and Technology staff to identify, evaluate, and recommend software applications, system upgrades, and customizations; tests databases, reports, and other upgrades as installed; may serve as a functional analyst.
- Designs and manages databases and unique datasets; and establishes data quality control practices and procedures.
- Chairs meetings and makes presentations of study findings/recommendations to management and/or boards and commissions.
- Develops, administers, and monitors the department’s operating and capital budget, analyzes budgetary data and prepares cost estimates for budget recommendations, submits budget recommendations, and monitors expenditures.

- Assists in developing assigned department’s short- and long-term strategic planning.
- Stays abreast of federal, state, and local regulations; interprets and implements applicable rules, regulations, and procedures.
- Communicates upcoming changes or proposed changes to laws and regulations to relevant parties in the department.
- Ensures the assigned department’s compliance with relevant laws, regulations, and policies by monitoring departmental activities and implementing corrective actions when necessary.
- Prepares complex reports, manuals, memos, correspondence, and other documents. Makes presentations to the Board of Directors as needed.
- Maintains a variety of records, databases, and files.
- May supervise staff as assigned.
- Performs related duties as required.
Desirable Skills:
- Proven ability to gather and analyze data to create clear reports, charts, and practical recommendations.
- Experience serving as the subject matter expert on classification, market salary surveys, and job offers
while providing policy-aligned recommendations. - Experience reviewing job descriptions and setting fair, competitive pay based on market rates and team
balance. - Experience gathering, consolidating, and analyzing complex, sensitive, and confidential data from
various sources. - Proven ability to lead meetings with confidence and present budgets, pay recommendations, and policy
updates to staff and leaders.
Experience: Five (5) years of recent and verifiable professional-level experience in the gathering and analysis of data and information in a business setting. Additional years of experience may be substituted for education on a year-for-year basis. Physical Requirements: Must maintain the physical condition necessary to: (1) perform tasks in an office setting operating a personal computer, keyboards, and other peripheral equipment and (2) possess the physical mobility to travel to and between District facilities to attend meetings and conduct field studies.
Special Requirement: Must be willing to: (1) work outside regular business hours as required and (2) travel between the various District divisions.

Pension: All AC Transit employees participate in a lifetime defined benefit pension. All employees hired on or after January 1, 2016, may be in the District's Tier II pension plan covered by the Public Employees' Pension Reform Act of 2013 (PEPRA). As such, he/she may be required to contribute a small portion of annual income towards the cost of his/hers District pension.

The Alameda Contra Costa Transit District has established the goal of a 100 percent drug and alcohol-free workplace.
