## About the Role
Qualcomm is seeking an experienced Government Affairs leader that operates also like a business development professional to advance the company’s strategic priorities across Europe.
Working at the intersection of technology, business and public policy, you will partner closely with Qualcomm’s business units, engineering teams and corporate leadership to support new business initiatives, strategic partnerships and market opportunities. Applications include AI, Automotive, Cellular, Data Centre, Industrial & Embedded IoT, Networking Infrastructure and Personal Devices
This role requires strong business acumen, industry and technology knowledge in the target applications, senior-level judgment, and the ability to develop and execute effective engagement strategies based on technology roadmaps, with governments and regulators. You will build trusted relationships with senior policymakers, customers, government officials, industry leaders and ecosystem partners across Europe.
## Key Responsibilities will include:
- Develop and execute government affairs strategies that support Qualcomm’s business objectives and growth priorities across Europe.
- Serve as a senior strategic partner to Qualcomm’s business units, engineering teams and corporate leadership.
- Identify and support new business initiatives, strategic partnerships, public-private projects and market development opportunities.
- Connect government priorities, industrial policy and public funding initiatives with Qualcomm’s technology portfolio and commercial objectives.
- Build and maintain senior relationships with policymakers, customers, industry partners, research institutions and ecosystem stakeholders.
- Support Qualcomm’s positioning in strategic sectors including include AI, Automotive, Cellular, Data Centre, Industrial & Embedded IoT, Networking Infrastructure and Personal Devices
- Represent Qualcomm in industry associations, alliances, high-level forums and external engagements.
- Translate complex business and technology issues into clear advocacy strategies, executive briefings and stakeholder engagement plans.
- Coordinate cross-functional initiatives across government affairs, business, engineering, legal, corporate development and communications.
- Enhance Qualcomm’s visibility as a trusted technology and industry partner in Europe.
## Preferred Qualifications
- 12+ years of experience gained in the semiconductor industry working for one of the leading players
- 12+ years of experience working on technology, business strategy, market development, industry affairs, government affairs, public policy or related functions.
- Good understanding of applications such as AI, Automotive, Cellular, Data Centre, Industrial & Embedded IoT, Networking Infrastructure and Personal Devices
- Strong commercial mindset and demonstrated ability to connect government engagement with business objectives and market opportunities.
- Ability to sit with Qualcomm engineers and product managers, grasp complex silicon and software architectures (e.g. 5G/6G, automotive digital chassis and connectivity, edge AI) and translate those capabilities into compelling value propositions for policymakers and industrial partners
- Demonstrated track record of converting European initiatives (e.g. Chips Act, AI Act, IPCEIs) into concrete business partnerships, co-funding, go to market advantages for hardware and software platforms
- Experience supporting new business initiatives, strategic partnerships or complex cross-functional projects.
- Strong understanding of European industrial, technology, security, trade and economic policy developments.
- Established relationships with senior government, industry and business stakeholders are highly desirable.
- Ability to operate effectively across commercial, technical, political and regulatory environments.
- Excellent executive communication, stakeholder management, negotiation and relationship-building skills.
- Fluency in English is required; additional European languages are an advantage.
## Education
Bachelor’s or Master’s degree in Engineering, Computer Science, Business, Economics, International Relations, Law, Political Science, Public Policy, Security Studies or a related field.
## Location
The role may be based in a major European city with access to relevant government, industry, customer and technology ecosystems. European Qualcomm office locations are preferred, although other locations may be considered for the right candidate. Regular travel across Europe is required.

They will connect government priorities, industry developments and Qualcomm’s technology portfolio to advance business growth, strategic partnerships and market development across Europe.

Minimum Qualifications:
- Bachelor's degree in Government Affairs, Business, Political Science, Public Policy, Public Affairs, Engineering, Legal, or related field.
- 5+ years of Government Affairs, Communications, Industry Associations, or related work experience.
