The Human Resources Analyst Trainee ($68,041.08 - $82,711.08 Annually) is the entry level position in the Human Resources Analyst series. Incumbents in this class serve under training conditions while acquiring the necessary knowledge and skills to quality for promotion to Human Resources Analyst I.The Human Resources Analyst I ($76,688.88 - $93,213.96 Annually) is the journey level position in the professional Human Resources job series. Incumbents perform professional assignments in one or more human resource program areas while contributing to City policies and procedures.
The Ideal Candidate:
The Ideal Candidate will be a self-starter and possess the following skills:Recruitment:
- Full-Cycle Recruitment: Experience managing recruitments from requisition to hire.
- Time Management: Ability to balance and manage priorities in a proactive manner.
- Technical Skills: Proficiency with the NEOGOV applicant tracking system.
- Customer Service: Ability to collaborate with multiple stakeholders, solve problems, and support continuous improvement.
- Employee Benefits Administration: Experience processing benefits enrollments, terminations, and changes.
- Data Entry: Experience with high-volume data entry on a recurring basis.
- Time Management: Ability to balance and manage priorities adhering to tight deadlines.
- Customer Service: Ability to collaborate with multiple stakeholders, solve problems, and support continuous improvement.

Equivalent to a Bachelor's Degree from an accredited college or university in Business, Management, Psychology, or a related field; OR four years of paraprofessional human resources experience at the level of a Senior HR Technician at the City of San Bernardino; OR an equivalent combination of education, training, and experience.
Human Resources Analyst I:
Equivalent to a Bachelor's Degree from an accredited college or university in Business, Public Administration, Human Resources, Psychology, or a closely related field; AND two (2) years of paraprofessional human resources experience in recruitment and selection, benefits, risk management, or employee relations; OR one (1) year of experience as a Human Resources Analyst Trainee with the City of San Bernardino; OR an equivalent combination of education, training, and experience.

- Background Investigation with the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI).
