A vacancy exists in the Department of Recreation and Parks for a Human Resources Analyst II.

Pay Schedule VI, Grade 30, Regular Schedule: 35 hours per week.

Job Purpose
Under general supervision, performs professional human resources administration work.

Essential Job Duties
  • Serves as staff specialist to the Department of Recreation and Parks, providing complete and accurate advice and information to employees, supervisors, and managers on a wide range of human resources policies and practices. Interprets applicable human resources law, rules, regulations, policies, procedures, and memoranda of understanding. Counsels employees and managers concerning benefit availability and access.
  • Acts as employee relations specialist guiding managers on disciplinary actions and in the use of performance management systems. Monitors compliance with performance management policies and practices.
  • Builds and implements a variety of employee development programs, including mandatory and elective training, seminars, and new-employee orientation. Delivers instruction-led training to groups of employees. Prepares written and audiovisual materials for employee training courses.
  • Oversees recruitment initiatives and assists the Department of Recreation and Parks in the selection and retention of permanent and occasional staff. Works with County support agencies in the recruitment, selection, onboarding, discipline, and termination of permanent and occasional staff. Monitors departmental access to County recruitment and hiring systems.
  • Establishes methods to retain and report human resources records data to regulatory agencies or others. Develops and maintains automated and manual human resources recordkeeping systems. Prepares reports and participates in special projects as assigned.
  • May develop and maintain recruiting programs through colleges, community-based organizations, and minority- and women-owned organizations. May conduct on-campus recruitment. Develops recruiting materials. Participates in the development and operation of the County affirmative action plan. 
  • May conduct and implement classification and compensation studies, and recommend modifications to existing plans. May conduct organizational and operational studies necessary to develop or revise class specifications. May conduct total compensation studies. May prepare cost reports associated with pay grade changes and reclassification actions.
Examples of Other Duties
  • May function as lead analyst on large or comprehensive projects. 
  • May supervise clerical or support personnel.
  • May present testimony at hearings or other official proceedings.
  • May represent the department at meetings and conferences, or on committees. 
  • Performs other related duties as required.

Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, business or public administration, education, or psychology; 
Plus 
Two years' professional experience in human resources administration.  

Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education.  

Education beyond a bachelor's degree in human resources administration, business or public administration, education, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.

Preferred Qualifications
  • Certification by a human resources professional organization.
  • Advanced knowledge of and experience using Workday for human capital management purposes
  • Maryland Livescan certification and recent experience fingerprinting customers for non-criminal justice purposes
  • Knowledge of and experience working with occasional staff
Knowledge, Skills, and Abilities (Entry Level)
  • Knowledge of principles of public human resources administration. 
  • Knowledge of statistical concepts and procedures used in personnel administration and research. 
  • Knowledge of the principles of a merit system. 
  • Knowledge of human resources laws.
  • Knowledge of adult learning theory and teaching techniques.
  • Knowledge of the difference between permanent and occasional employees.
  • Knowledge of best practices in employee relations, timekeeping, payroll review, and staff management.
  • Skill in evaluating and analyzing information related to human resources administration. 
  • Skill in delivering instructor-led training. 
  • Skill in explaining human resources concepts to staff with diverse educational and technical backgrounds.
  • Skill in responding efficiently and accurately to inquiries from customers with diverse educational and technical backgrounds.
  • Ability to understand, apply, and explain Baltimore County personnel law, rules, regulations, policies, procedures, and memoranda of understanding.
  • Ability to develop training curriculum from determined objectives. 
  • Ability to establish and maintain effective working relationships with others. 
  • Ability to handle confidential material with discretion.
Knowledge, Skills, and Abilities (Full Performance)
  • Knowledge of Baltimore County personnel law, rules, regulations, policies, procedures, and memoranda of understanding. 
  • Knowledge of applicable Federal and State laws, guidelines, and requirements.
  • Knowledge of the organization and functions of the Department of Recreation and Parks.
  • Skill in applying Baltimore County law, rules, regulations, policies, procedures, and memoranda of understanding to the performance of duties. 
  • Skill in developing objectives and curricula to meet organizational goals. 
  • Skill in using Workday for hiring, onboarding, timekeeping, payroll, and reporting. 
  • Skill in using other human resources management systems.
  • Skill in processing complex forms and data entry efficiently and accurately.
  • Ability to use Workday for hiring, onboarding, timekeeping, payroll, and reporting. 
  • Ability to use other human resources management systems

EXAMINATION PROCEDURE
