Administrative Director of BEHAVIORAL HEALTH SERVICE LINE, Ozarks Healthcare, West Plains, MO

 

Signet Health, a national behavioral health management company, in partnership with Ozarks Healthcare, is seeking an experienced behavioral health executive to provide strategic and operational leadership for its comprehensive Behavioral Health Service Line. This position is responsible for advancing an integrated continuum of behavioral healthcare that includes a 22-bed inpatient behavioral health unit, Certified Community Behavioral Health Organization outpatient services, crisis services, and behavioral health consultation and evaluation services.

Signet Health offers a comprehensive benefits and compensation package, with a budgeted salary range of $140,000 to $160,000 based on experience. Relocation allowance provided.

 

The Administrative Director partners with Ozarks Healthcare senior leadership, providers, clinical teams, and operational leaders to improve quality, access, financial performance, workforce stability, and service line growth. This position provides leadership for behavioral health integration throughout the healthcare system while ensuring services remain patient-centered, financially sustainable, and aligned with applicable regulatory and accreditation requirements.

The position maintains collaborative accountability to designated Ozarks Healthcare senior leadership and the Vice President of Operations for Signet Health.

 

PRIMARY JOB RESPONSIBILITIES AND DUTIES: 

 

  • Advance physician engagement and drive operational excellence in patient care delivery.
  • Recruit physicians, advanced practice providers, and management staff for behavioral health.
  • Oversee business development and marketing efforts for the behavioral health service line.
  • Develop and implement strategic operating and capital budgets.
  • Provide oversight to a comprehensive behavioral health service line consisting of a 22-bed inpatient behavioral health program, Certified Community Behavioral Health Clinics (CCBHC) outpatient services, crisis care center and a consult liaison evaluation service.
  • Planning and implementation of behavioral health system integration throughout the Ozarks Healthcare services.
  • Collaborate with clinical and quality leadership to optimize organizational performance in regard to national quality measures.
  • Serve as the system expert and operational go-to for Behavioral Health within the Leadership Team.  
  • Provide strategic and operational leadership for the Behavioral Health Service Line across inpatient, outpatient, crisis, and consultative services.
  • Develop and implement a comprehensive behavioral health strategy that supports integration, access, quality, growth, and long-term financial sustainability.
  • Build strong relationships with physicians and advanced practice providers to strengthen engagement, alignment, and clinical performance.
  • Lead or support the recruitment, onboarding, retention, and development of behavioral health providers, leaders, and key team members.
  • Oversee the development and execution of operational, financial, and capital plans for the Behavioral Health Service Line.
  • Monitor clinical, operational, financial, workforce, access, and patient-experience measures and develop action plans to address performance opportunities.
  • Partner with clinical and quality leaders to improve performance related to national quality measures, patient safety, regulatory compliance, and evidence-based behavioral healthcare.
  • Lead efforts to strengthen coordination and transitions among inpatient behavioral health, outpatient services, crisis services, the Emergency Department, primary care, and other areas of Ozarks Healthcare.
  • Identify and implement opportunities to expand behavioral health services based on community needs, organizational priorities, referral patterns, and financial feasibility.
  • Provide oversight and direction for behavioral health business development, referral relationships, community partnerships, and marketing initiatives.
  • Promote a culture of continuous improvement by establishing standardized processes, performance expectations, accountability, and sustainable improvement practices.
  • Collaborate with finance, revenue cycle, utilization management, and operational leaders to strengthen reimbursement, revenue integrity, resource utilization, and program sustainability.
  • Ensure compliance with applicable federal and Missouri requirements, accreditation standards, payer expectations, and organizational policies governing behavioral health services.
  • Serve as the organizational subject-matter expert and primary operational resource for behavioral health matters within the leadership team.
  • Requirements/Qualifications

    Requirements:

     

    • Master’s degree in healthcare, Business Administration or related degree.
    • Nursing degree and minimum of five years’ experience preferred.
    • Progressive Behavioral Health operations experience for a minimum of 10 years with at least 5 years in a director’s role or higher.
    • Experience in managing physician relationships.
    • Experience developing and implementing a continuous improvement culture with a strong familiarity of process improvement methodologies and systems that sustain an environment of quality and cost improvement.
    • Experience with Missouri State governmental oversight, reimbursement and regulation for inpatient and outpatient behavioral health services.
    • Demonstrated experience leading behavioral health services across multiple levels of care preferred.
    • Experience developing and maintaining effective relationships with physicians and advanced practice providers.
    • Demonstrated experience with strategic planning, budgeting, financial management, program development, and operational performance improvement.
    • Experience building a culture of continuous improvement, with knowledge of process-improvement methods and systems that support sustainable quality and cost performance.
    • Knowledge of Missouri governmental oversight, reimbursement structures, and regulatory requirements for inpatient, outpatient, crisis, and community-based behavioral health services.
    • Strong leadership, communication, relationship-building, analytical, and change-management skills.
