Essential Job Duties & Responsibilities
- Lead the development, implementation and maintenance of the Agency’s mapping and geographic information systems; maintain and update a variety of maps, drawings and records, including location maps, project boundary maps and facility as-built drawings.
- Lead multiple complex facility construction projects, including defining project scope; developing project milestones; selecting consultants; negotiating contracts, amendments and change orders; and preparing and monitoring project schedules.
- Prepare plans, specifications, bidding documents, and other contract documents; provide technical and professional engineering support services in planning, design, construction and facilities engineering; prepare special engineering studies and reports; perform special assignments on engineering problems, as needed.
- Lead the inspection of construction projects to ensure compliance with contract specifications, drawings, codes, standards and ordinances; detect and locate faulty materials and workmanship; and determine the stage of construction during which defects are most easily found and remedied.
- Provide engineering support to staff; assist with resolving facility equipment problems; perform periodic inspections on facilities and/or equipment and provide recommendations for maintenance, replacement and upgrades.
- Develop and review a variety of written materials, including facility inspection and engineering reports; grant applications for engineering projects; conduct studies and confer with other public entities.
- Perform field surveys for use in the planning, construction and operation of Agency facilities.

Education
Bachelor's degree in engineering or related field.
- Valid California Class C or higher driver license.
- Valid registration as a Professional Engineer in the State of California; Civil or Mechanical Engineering preferred.
Experience
Four (4) years of increasing responsibility performing engineering activities related to the evaluation, planning, design, scheduling, bidding and construction of groundwater recovery, water conveyance, pumping, distribution and/or treatment facilities.
Knowledge, Skills and Abilities
- Knowledge of engineering principles, practices and techniques applicable to the planning, design, construction, maintenance and operations of water facilities.
- Knowledge of applicable laws, regulations, standards and policies related to building codes, construction standards, workplace safety, water treatment and distribution, public contracting and environmental compliance.
- Knowledge of principles, practices, methods and materials of civil engineering support work including mapping, drafting, design and the development of specifications.
- Demonstrated ability to lead and perform work around water, confined space activities and work at heights.
- Demonstrated proficiency in operating a personal computer and using Microsoft Outlook, Word and Excel.
- Ability to use Microsoft Project, AutoCAD, GIS and HEC-RAS.
- Requisite reading, mathematical, written and oral language skills to perform the essential functions of the job.
- Demonstrated ability to establish and maintain cooperative relationships with those contacted in the course of work.
- Demonstrated ability to understand and carry out oral and written instructions.
