Human Resources Technician I (Part-Time)

A Human Resources Technician I performs technical duties in one or more phases of a human resources program in the Alexandria Library Department, or coordinates several human resources functional areas for the department. Employees in this class perform administrative support tasks in typical human resources functional areas such as classification and compensation, recruitment and selection, records and benefits administration, training, employee relations or other human resources program areas. Work is usually assigned under supervision of a Human Resources Manager who provides guidance and advice on proper methods procedures and methods to carry out assignments.

Illustrative Examples of Work

  • Supports applicants with troubleshooting, email or NEOGOV (Employment applicant tracking system) account setup, application completion, and application status updates;
  • Acts as backup for NEOGOV administration, requisition inputs, job posting drafts, or paper requisition file creation, and accesses applicant tracking system as needed for historical applicant support;
  • Assists with file retrieval, scanning for Human Resources Department working remotely;
  • Prepares materials for Alexandria Library Job Fair appearances;
  • Places ads, obtains pricing information, and coordinates with advertiser for Human Resources Manager as needed;
  • Coordinates receipt of materials for the decision on eligibility to work;
  • Retrieves drug test or physical exam results and reports to Alexandria Library Human Resources Department;
  • Maintains confidentiality, verifies testing during invoice/payment process;
  • Reviews guidance materials such as Administrative Regulations, Employment Manuals, Classification Memos, and other materials to determine position preemployment testing requirements;
  • Maintains consistent pre-employment testing resource materials for Human Resources Manager;
  • Advertises seasonal and regular employment opportunities, job fairs, and computer learning opportunities to job seekers as needed;
  • Screens Advertisers' calls for Human Resources Manager;
  • Maintains updates to Human Resources Department forms and coordinates posting to AlexNet with Office of Communications;
  • Researches and tracks authorization expiration dates, forwards reminders to Department contacts in advance of employee paperwork expiration date;
  • Completes PAF package coversheet/contents checklist for Employment Analysts;
  • Conducts periodical I-9 inventories by comparing lists of employees hired since 1986 with actual documentation;
  • Provides PowerPoint presentation support as needed;
  • Drafts Standard Operating Procedures documentation for position;
  • Drafts Job Analysis Questionnaire for position;
  • Calculates leave accruals and overtime, coordinates leave and overtime corrections with members of the payroll and finance department and answers requests on pay related issues;
  •  Analyzes data entry submissions to ensure proper processing;
     Maintains hard copy records of all leave and overtime requests for auditing purposes;
  • Answers inquires and explains personnel policies and procedures;
  • Drafts reports and routine correspondence to reference payroll changes and impacts of holidays on early submissions;
  • Ensures that employees are paid on time and their paychecks are accurate;
  • Inputs data in automated timekeeping systems such as number of hours they have worked directly into a computer;
  • Prepares action forms for evaluations, data changes, promotions and voluntary demotion;
  • Maintains system of tracking all evaluations due;
  • Maintains tracking of evaluations requiring a retroactive action;
  • Tracks personnel designated to train other employees on a bi-weekly basis;
  • Completes the manual calculations to determine the amount of additional pay and manually enter into system for payments;
  • Verifies all Personnel Action forms (PAFs) forwarded to the Human Resources Department are accurate;
  • Maintains tracking of all outstanding incorrect PAFs to include merits and promotions which still require action from City Personnel Services.
  • Tracks all actions made by Human Resources on hard copy file cards, email copies of pay changes to employees, and make inquires as to the status of the action if no updates have occurred;
  • Records changes in employees' addresses;
  • Closes out files when workers retire, resign, or transfer;
  • Issues and records adjustments to workers' pay because of previous errors or retroactive increases;
  • Assists in the development of procedures and guidelines for processing;
  • Prepares, verifies and processes PAFs into HRMS system to effect a wide variety of pay and Human Resources' transaction;
  • Enters new hires, terminations and change transactions into HRMS, in accordance with established guidelines and procedures, verifies each transaction during data entry;
  • Responds to employee complaints and questions concerning the benefits program;
  • Creates confidential official Personnel records for all new employees;
  • Prepares Personnel Files for archiving;
  • Assists with the recruitment process entrance examinations;
  • Responds to applicants' questions about their status in the recruitment process;
  • Prepares and sends conditional offers of employment or rejection letters;
  • Completes selection reports and ensures that background information is completed prior to a final offer of employment;
    • Performs related work as required
Minimum: Two years of college; completion of college-level courses in human resources administration, public/business administration, psychology or a related field; some experience in Human Resources; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.Preferred: Two year college degree; excellent computer skills, including MS Word and Excel; effective verbal and written communication skills; general knowledge of various employment laws and practices; experience in administration of benefits and other Human Resources programs; excellent interpersonal skills; skills in database management and record keeping; ability to exhibit a high level of confidentiality; excellent organizational skills; ability to identify and resolve problems in a timely manner; and ability to gather and analyze information skillfully.
