Northrop Grumman Space Systems is seeking a high-energy, technically grounded Senior Manager Level 3 (M3) of Business Development to lead strategic capture campaigns and pipeline growth for our advanced intelligence, surveillance, and reconnaissance (ISR) satellite portfolios. This leader will design and execute growth strategies targeting the nation's premier national security space acquisition authorities and overhead reconnaissance customer communities.
The ideal candidate will bridge the gap between technical engineering and strategic capture, possessing a deep background in RF systems and electrical engineering to successfully translate complex spacecraft payload capabilities into winning proposals for high-consequence national security missions.
Roles and Responsibilities
- Strategy & Capture Leadership: Lead the identification, qualification, and capture of high-value space and payload programs, directly positioning the business unit to win major next-generation constellation contracts.
- Customer Relationship Management: Serve as the primary business development interface to elite national intelligence community space acquisition directorates, aligning our internal roadmaps with their future overhead reconnaissance requirements.
- Technical Value Proposition: Leverage a deep engineering baseline to cultivate technical relationships with customer science and technology (S&T) leads, shaping early requirements for high-frequency RF, phased array, and advanced payload concepts.
- Pipeline & Proposal Management: Oversee the allocation and execution of Non-Contractual Technical Activity (NCTA), Bid and Proposal (B&P), and Internal Research and Development (IRAD) budgets to maximize capture win probabilities. Lead large-scale proposal teams through rigorous black-hat and color-team reviews.
Basic Qualifications
- Bachelor’s degree in Electrical Engineering, RF Engineering, Physics, or a related STEM field from an accredited institution.
- Minimum of 9+ years of progressive aerospace experience, with a proven track record of leading competitive business development, strategic capture, or program shaping in national security space markets.
- Substantive knowledge of space-qualified RF systems, payload architectures, or advanced electrical subsystems, with the ability to confidently lead high-level technical discussions with agency stakeholders.
- Active, verifiable TS/SCI clearance with a background screening suitable for immediate access to national reconnaissance program environments at the time of application.
Preferred Qualifications
- Master’s degree in electrical engineering, RF Engineering
- Demonstrated experience capturing space-to-ground mission system contracts with a strong emphasis on modern secure communications networks, link budget scaling, or advanced payload architectures.
- Established, trusted relationships within elite national security space customer directorates and space acquisition branches.
- Proven experience managing customer-facing briefings at the executive level, demonstrating a strong command of both technical constraints and commercial business case metrics.

Primary Level Salary Range: $175,400.00 - $263,200.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
