Summary:
The North Carolina Community Health Center Association (NCCHCA) is a membership organization for federally qualified, non-profit patient-governed health care organizations that provide care to patients regardless of insurance status or geographic isolation.  NCCHCA’s mission is to promote and support patient-governed health care organizations and the populations they serve. NCCHA holds the cooperative agreement with the Health Resources and Services Administration (HRSA) to operate the Health Center Controlled Network (HCCN) program. NCCHCA also serves as the Manages Services Organization for the Carolina Medical Home Network Clinically Integrated Network (CMHN CIN) and Carolina Medical Home Network Accountable Care Organization (CMHN ACO).

The Data & Analytics Manager supports NCCHCA’s data strategy, analytics, reporting, and performance measurement activities. This position manages the collection, validation, analysis, interpretation, and presentation of clinical, operational, financial, workforce, and grant-related data to support daily operations, organizational decision-making, performance measurement, and continuous improvement.

The Data & Analytics Manager is responsible for developing actionable insights that improve organizational outcomes, strengthen operational efficiency, support value-based care initiatives, and ensure compliance with federal, state, payer, and grant reporting requirements. The position supports data management, healthcare analytics, value-based care reporting, and effective use of population health, care management, and other healthcare technology platforms as key data sources. The Data & Analytics Manager collaborates across departments to develop dashboards, reports, and data visualization tools that support daily operations, performance monitoring, and strategic decision-making. The Data & Analytics Manager identifies opportunities to leverage emerging technologies, including artificial intelligence and automation tools, to improve reporting processes, data workflows, operational efficiency, and decision support while ensuring appropriate governance and compliance.

Qualification Requirements:
  • Bachelor’s degree in Data Analytics, Statistics, Information Systems, Public Health, Healthcare Administration, or related field required.
  • Master’s degree in a related field preferred.
  • Minimum of five (5) years experience in healthcare analytics, business intelligence, health informatics, quality reporting, or population health analytics.
  • Experience with Electronic Health Records (EHRs), population health and care management platforms, claims data and healthcare reporting systems.
  • Experience developing dashboards, scorecards, and data visualization tools (e.g., Power BI, Tableau, or similar).
  • Knowledge of healthcare quality measures, value-based care reporting, and population health management concepts.
  • Experience working with clinical, operational, financial, workforce, and grant-related data in a healthcare setting.
  • Strong analytical and problem-solving skills with attention to data integrity and accuracy.
  • Ability to manage multiple priorities and projects in a fast-paced environment.
  • Excellent communication skills with ability to translate complex data into actionable insights.
  • Experience in FQHCs, community health centers, ambulatory care, ACOs, or CINs preferred.

Knowledge, Skills and Abilities:
  • Knowledge of healthcare analytics, performance measurement, and quality improvement methodologies.
  • Knowledge of Uniform Data System (UDS) reporting requirements and HRSA performance measures.
  • Understanding clinical quality measures, value-based payment models, and population health management.
  • Knowledge of healthcare data privacy and security requirements, including HIPAA.
  • Advanced Microsoft Excel skills.
  • Experience with business intelligence and data visualization tools such as Power BI, Tableau, Looker Studio, or similar platforms.
  • Experience with SQL, Python, data extraction, data warehousing concepts, and reporting tools preferred.
  • Knowledge of emerging healthcare technology trends, including artificial intelligence (AI), automation, and advanced analytics applications.
  • Ability to evaluate and support responsible use of AI tools to improve reporting efficiency, data analysis, workflow automation, and operational decision-making while maintaining compliance with HIPAA, privacy, security, and organizational policies.
  • Experience using or evaluating automation, artificial intelligence, or emerging analytics tools to improve data workflows, reporting processes, or operational efficiency preferred.
  • Experience with data management processes, including file inventory, Secure File Transfer Protocol (SFTP) tracking and management, and maintaining data integrity across multiple systems.
  • Experience developing, administering, and tracking surveys; analyzing survey results; and translating findings into actionable recommendations.
  • Ability to translate complex data into meaningful and actionable information for diverse audiences.
  • Strong analytical, organizational, project management, and problem-solving skills.
  • Excellent written, verbal, and presentation skills.

Supervisory Responsibilities:
  • Supervises assigned analytics and reporting staff, including the Grants and Contracts Data Analyst.
  • Provides leadership, coaching, performance management, and professional development.
  • Establishes priorities and monitors progress toward departmental goals.
  • Supports a collaborative, accountable, and service-oriented work environment.

Essential Functions:
Data Analytics & Reporting:
  • Analyze clinical, financial, operational, claims, and care management data to produce recurring and ad hoc reports for executive leadership, management teams, committees, and the Board of Directors.
  • Develop, maintain, and enhance organizational dashboards, scorecards, key performance indicators (KPIs), and reporting systems to support strategic and operational decision-making.
  • Leads data and analytics components of HCCN initiatives, including performance tracking, technology adoption measurement, reporting, and grant deliverables.
  • Work with population health platforms to validate standard ("out-of-the-box") reports and develop custom reports that meet organizational and health center needs.
  • Develop and deliver training for NCCHCA staff and health center end users on reporting tools, dashboards, data interpretation, performance measures, and analytics best practices.
  • Monitor and improve data quality, data integrity, and overall data health through ongoing validation, auditing, and performance tracking.
  • Support enterprise-wide data initiatives by integrating and analyzing data from multiple systems to improve reporting, operational efficiency, and strategic decision-making.
  • Develop performance monitoring frameworks aligned with organizational priorities and strategic goals.
  • Conduct data analysis, forecasting, benchmarking, and trend analysis to support strategic planning and organizational initiatives.
  • Support quality improvement initiatives through data analysis, performance monitoring, and outcome measurement.
  • Track, analyze, and report clinical quality measures, organizational performance indicators, and payer performance metrics.
  • Support population health management initiatives through patient segmentation, risk stratification, care gap analysis, and performance reporting.
  • Assist in monitoring value-based care programs, payer incentive measures, and alternative payment models.
  • Design, administer, and analyze organizational surveys, track response metrics, and prepare reports that inform quality improvement and strategic initiatives.

Regulatory & Grant Reporting:
  • Support HRSA, Uniform Data System (UDS), grant, payer, state, and federal reporting requirements.
  • Supports HRSA HCCN grant reporting through collection, validation, analysis, and submission of required performance data.
  • Ensure the accuracy, consistency, completeness, and timely submission of all required reports and data deliverables.
  • Collaborate with internal departments and health centers to collect, validate, and reconcile reporting data.

Data Governance & Systems Optimization:
  • Supports the development and advancement of organizational data practices that improve data accessibility, quality, reporting capabilities, and decision-making.
  • Collaborate with Risk Management and organizational leadership to develop and maintain policies and procedures related to data governance, reporting, privacy, security, and analytics.
  • Evaluate opportunities to leverage artificial intelligence, automation, and emerging technologies to improve data processes, reporting efficiency, analytics capabilities, and organizational workflows while ensuring appropriate governance and security practices.
  • Identify opportunities to automate reporting processes, streamline workflows, and improve enterprise-wide operational efficiency.
  • Support the implementation, optimization, integration, and ongoing utilization of analytics, business intelligence, and reporting platforms.
  • Manage assigned data assets, including file inventories, secure file transfer protocol (SFTP) processes, and data exchange workflows, ensuring secure, accurate, and timely data movement
  • Collaborate with internal and external stakeholders, including health centers, vendors, and partners, to support enterprise data initiatives and reporting needs.
  • Perform other duties as assigned.

  • Light to moderate lifting is required such as occasionally lifting office products and supplies, up to 20 pounds

Work Environment:
  • This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. 
  • Level of noise typical for the work environment of this job is Moderate - less than 85 decibels (business office with computers and printers and traffic within the receptionist area)
  • Ability to work in a confined area.
  • Ability to sit at a computer terminal for an extended period of time.
