- Manage Audits and Reporting: Oversee internal file reviews, compliance audits, pre-occupancy approvals, investor reporting, state agency submissions, and responses to internal and external audits.
- Oversee HUD Submissions: Manage HAP voucher submissions, OCAF adjustments, budget-based rent increases, management agent renewals, MOR and NSPIRE inspections, and Resident Service Coordinator grant submissions.
- Support Acquisitions and Transitions: Participate in acquisition due diligence and risk assessment, providing compliance expertise and implementing compliance procedures at newly acquired or transitioning properties.
- Serve as a Subject Matter Expert: Interpret evolving regulations, including the IRS 8823 Guide and HUD Handbook 4350.3, and provide guidance and training to internal teams, ownership entities, investors, agencies, and other stakeholders.
- Improve Processes and Technology: Drive compliance initiatives, reporting standards, and technology enhancements, leveraging advanced Yardi Affordable expertise to support operational efficiency and accuracy.
What We're Looking For
- 12+ years of experience in compliance monitoring for HUD-assisted and LIHTC multifamily housing.
- 7+ years of compliance leadership experience, managing and developing teams across a comparable multifamily portfolio.
- Advanced, hands-on proficiency with Yardi Affordable, including a minimum of 7 years of experience. Experience navigating software conversions and improving system processes is highly valued.
- Extensive knowledge of LIHTC, HUD multifamily programs, HUD Handbook 4350.3, the IRS 8823 Guide, TRACS, EIV, MOR, NSPIRE, and applicable federal and state regulations.
- Demonstrated experience with HAP voucher submissions, OCAF adjustments, gross rent changes, annual and investor reporting, state database uploads, and audit responses.
- Proven ability to lead, coach, and develop a large compliance team while maintaining accountability, accuracy, and operational excellence.
- Strong communication, relationship-building, and organizational skills, with the ability to collaborate effectively with executives, owners, asset managers, regulatory agencies, and internal teams.
- Ability to manage competing priorities, meet strict deadlines, and operate effectively in a fast-paced, high-volume environment.
