Description

Amentum has an exciting opportunity for an experienced Site Security Manager (SSPM) to support a secure construction project in Okinawa, Japan. The SSM will serve as the Primary point of contact for construction security and will lead the implementation, management, and oversight of all site-specific construction security requirements under the direction of Amentum.

The SSM is responsible for maintaining the security integrity of the construction site throughout the project lifecycle and for ensuring implementation of the approved Construction Security Plan (CSP), applicable Intelligence Community Directive (ICD) 705 requirements, DoD 5105.22-M Volumes 1–3, and other applicable U.S. Government security policies, directives, standards, and project-specific requirements.

Primary Responsibilities

  • Serve as the primary security point of contact and designated lead for all construction site security operations, maintaining direct coordination with Amentum, the Government SSM, COR, construction contractor, and other authorized Government representatives.
  • Implement and maintain the approved Construction Security Plan (CSP) and associated security procedures throughout all phases of construction.
  • Receive and implement security-related direction, special instructions, and requirements issued by Amentum, the Government SSM and COR while ensuring security policy decisions requiring Government approval are appropriately coordinated.
  • Develop, implement, and maintain site-specific Standard Operating Procedures (SOPs), Special Instructions, post orders, security procedures, and construction surveillance requirements consistent with the CSP, ICD 705, applicable DoD requirements, and Government direction.
  • Maintain overall responsibility for the security integrity of the construction site, including access control, construction surveillance, personnel screening, vehicle screening, material control, secure storage, and site security operations.
  • Manage, supervise, train, and provide technical guidance to Construction Surveillance Technicians (CSTs), Cleared American Guards (CAGs), and other assigned construction security personnel.
  • Ensure appropriate security leadership coverage throughout project operations. When not physically onsite during construction activities, designate a qualified individual to serve as the site security lead.
  • Maintain required availability to address significant construction security incidents, emergencies, security deviations, and other project requirements occurring outside normal working hours.
  • Conduct daily and periodic security inspections to verify compliance with the CSP and applicable security requirements and ensure identified deficiencies are documented, reported, tracked, and corrected.
  • Identify, investigate, document, and report security violations, deviations, construction anomalies, deficiencies, suspicious activities, and other conditions that may affect the security integrity or accreditation of the facility.
  • Maintain required security documentation and reporting, including recurring reports of security violations and deviations in accordance with contract and Government requirements.
  • Immediately notify the appropriate Government representative when construction security requirements cannot be achieved and develop viable corrective actions or mitigation strategies for Government consideration and disposition.
  • Establish and enforce procedures designed to prevent unauthorized personnel, prohibited materials, devices, vehicles, packages, boxes, crates, tools, and other unauthorized items from entering controlled or secure construction areas.
  • Coordinate closely with construction contractors, subcontractors, Government representatives, security personnel, and project leadership to integrate construction security requirements without unnecessarily disrupting project execution.

Construction Security & Technical Responsibilities

  • Apply advanced knowledge of ICD 705 construction requirements and SCIF/SAPF construction principles throughout design, construction, inspection, testing, and accreditation activities.
  • Review and interpret IFC drawings, construction drawings, specifications, submittals, RFIs, design changes, and field conditions to identify physical, technical, and construction security vulnerabilities.
  • Conduct security-focused design reviews and evaluate proposed construction methods, materials, systems, and modifications for compliance with approved security requirements.
  • Apply working knowledge of the standard construction divisions to identify vulnerabilities, anomalies, unauthorized modifications, and potential technical penetrations throughout the construction lifecycle.
  • Evaluate security implications associated with foundations and concrete, structural steel and welding, wall and ceiling assemblies, doors and windows, finishes, mechanical systems, electrical systems, plumbing, telecommunications, grounding, penetrations, and other building systems.
  • Assess MEP and telecommunications installations for conditions that could create unauthorized pathways, concealed technical vulnerabilities, or potential sources of power or connectivity for clandestine devices.
  • Provide technical construction-security expertise involving sound attenuation, electrical isolation, electromagnetic emissions, telecommunications systems, secure penetrations, and other specialized requirements associated with SCIF construction.
  • Apply knowledge of TEMPEST construction principles and coordinate identified issues and recommended mitigation measures with authorized Government security and technical representatives.
  • Apply knowledge of technical surveillance threats, foreign intelligence collection methods, counterintelligence concerns, technical security devices, and construction methods that could be exploited to compromise secure facilities.
  • Support the identification and investigation of construction anomalies and potential technical penetrations using applicable TSCM, PHOTOINT, IMINT, construction surveillance, and inspection principles.
  • Conduct or support inspection of completed construction to verify that installed work complies with approved drawings, specifications, CSP requirements, and applicable security standards.
  • Support secure logistics and material-control operations, including inspection, screening, storage, accountability, transportation, and protection of construction materials designated for controlled use.
  • Support the establishment and operation of site security infrastructure including the Access Control Facility (ACF), Secure Storage Area (SSA), site access points, personnel and vehicle screening areas, surveillance systems, and other required security facilities.
  • Operate or oversee the appropriate use of security screening equipment, including X-ray systems and metal detection equipment, when required, while ensuring applicable safety documentation and certifications are maintained.
  • Conduct or support acoustic and sound testing associated with STC-rated assemblies and other security-related construction requirements when required.
