Description

Technology Program Management, Risk & Governance is a senior individual contributor within Asia Markets Technology who combines strategic program delivery with end-to-end governance, risk, and regulatory compliance across the Asia-Pacific (APAC) region. Working closely with the Global & Regional Markets Technology teams and in-country technology leads, this role drives business-critical and strategic technology programs while ensuring that third-party, inter-affiliate, and cloud arrangements operate in a safe, sound, and compliant manner across all APAC legal entities. The role requires a technology background — ideally in software development — paired with strong regulatory knowledge, exceptional communication skills, and a genuine curiosity for applying AI and modern tools to improve how work gets done. Significant impact is delivered through complex, multi-stakeholder deliverables that affect the overall performance, governance posture, and regulatory standing of Markets Technology across Asia.

Responsibilities:

  • Oversees all technology components of diverse, moderately complex IT projects, including project planning, execution, timing, functionality, quality and cost.
  • Utilizes expertise and leadership skills to direct staff and to resolve issues to ensure project goals and requirements are met.
  • Communicates with end-users to provide timely and accurate information and status updates.
  • Has shared responsibility for budget, policy formulation and planning.
  • Contributes to formulation of strategies for IT project leadership and other functional areas.
  • Evaluates subordinates' performance and makes decisions on pay increases, hiring, terminations and other personnel actions.
  • Applies in-depth understanding of concepts and procedures within own area and basic knowledge of other areas to resolve issues that have impact beyond own area.
  • Demonstrates a comprehensive understanding of how areas of IT project leadership collectively integrate to contribute to achieving business goals.
  • Provides evaluative judgment based on analysis of factual information in complicated and unique situations.
  • Directly impacts the IT project leadership area through responsibility for delivery of end results and shared responsibility for budget management; accountable for resource planning.
  • Ensures essential procedures are followed and contributes to defining standards.
  • Persuades and influences others through communication and diplomacy skills; may negotiate with external parties.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
  • Develops and manages work plans, project schedules, resource plans, and status reports for in-country business-critical and strategic technology programs across Asia Markets Technology.
  • Works with in-country markets technology leads on country-specific matters, coordinating across stakeholders to maintain alignment on priorities, regulatory commitments, and delivery status.
  • Tracks and manages in-country regulatory issues and action plans, ensuring timely and accurate resolution in alignment with Citi's policies, standards, and local regulatory requirements.
  • Acts as accountable owner for Markets Technology third-party relationships (External OSPs) and inter-affiliate service transfers across APAC, ensuring all activities are consistent with Citi's risk appetite, global policies, and local legal and regulatory requirements.
  • Ensures compliance with multi-jurisdictional outsourcing and data privacy regulations, including MAS Notice 658/1121 (Singapore), HKMA SPM SA-2 and SFC guidelines (Hong Kong), APRA CPS 231/234 (Australia), FSA guidelines (Japan), RBI outsourcing directives (India), and applicable data protection acts.
  • Leads regulatory Requests for Information (RFIs), exchange audits (e.g., SGX, HKEX), and the end-to-end Business Outsourcing Proposal (BOP) process, including Materiality Assessments and submissions to governance committees such as SOAP and HKTPRMC.
  • Manages regional reconciliation of Intra-Citi Services Agreements (ICSAs), enforces KPIs and SLAs for critical vendors, and leads audit and inspection readiness with timely closure of findings.
  • Acts as technology risk advisor to the Service Recipient Owner (SRO), integrating PRCM standards into the MCA program and proactively escalating risks, control gaps, and compliance issues.
  • Actively leverages AI tools and modern ways of working to enhance productivity across planning, reporting, communication, and decision support.
  • Appropriately assesses risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment, and escalating control issues with transparency.

Recommended Qualifications:

  • 6-10 years experience in a related technology role with commensurate people management experience
  • 6–10 years of experience in related technology role in technology program management, governance, risk, or compliance within a global financial institution, with a strong preference for candidates with direct exposure to Markets or Trading technology in an APAC regional capacity.
  • Technology background required; software development or engineering experience is a strong differentiator.
  • Working knowledge of APAC financial regulations, including MAS, HKMA, APRA, FSA, and RBI outsourcing and data privacy frameworks.
  • Proven ability to manage regulatory RFIs, exchange audits, and governance committee submissions across multiple jurisdictions.
  • Excellent written and verbal communication skills
  • Proficiency with AI tools and productivity platforms; a motivated, curious mindset with a strong orientation toward learning and continuous improvement.
  • Strong analytical skills, with the ability to synthesize complex information into clear, actionable insights for senior audiences.

Education:

  • Bachelor's/University degree in Computer Science, Information Technology, Engineering, Business Management, or a related field, or equivalent experience.
  • Master's degree is advantageous.
