Job Description:

We are seeking an exceptional Commercial Director to join the PMO leadership team supporting one of the most ambitious urban transformation programmes in the world. This is a rare opportunity to lead the commercial function across a major portfolio of infrastructure, public realm, landscape, utilities, and iconic architectural assets within a fast-paced, high-profile delivery environment.

The successful candidate will bring strategic commercial leadership, executive stakeholder management capability, and deep experience managing complex multi-package programmes at scale.

What You’ll Be Expected to Do

• Lead the programme commercial function, ensuring strong governance, cost control, and commercial assurance across multiple delivery packages.

• Act as the senior commercial interface with the Client, PMO leadership, and executive stakeholders, providing clear recommendations and strategic advice.

• Manage and direct PMCM commercial teams through complex contractual, technical, and delivery challenges.

• Oversee procurement, contract administration, change management, claims resolution, and final account close-out activities.

• Lead a high-performing commercial team while driving accountability, consistency, and best practice across the programme.

Required Skills You Will Bring

• Minimum 15 years’ experience in commercial management on major capital programmes, infrastructure, or mega projects.

• Proven success in a senior Commercial Director, Head of Commercial, or equivalent leadership role.

• Strong knowledge of Government Tender Procurement Law (GTPL) and major bespoke contract forms, including claims and change management.

• Demonstrated experience managing consultants, PMCM partners, and large commercial teams.

• Excellent communication, negotiation, and executive stakeholder management skills.

Desired Skills You Will Bring

• Previous experience on large-scale programmes in Saudi Arabia or the wider GCC region.

• Experience across mixed-use developments, public realm, utilities, or iconic landmark assets.

• Professional accreditation such as MRICS, CIArb, or equivalent.

• Strong commercial systems, reporting, and governance capability within a PMO environment.

• Ability to lead in complex, fast-moving environments while balancing strategic priorities and delivery pressures.
