[What the role is]
Plan, source and manage JTC’s land stock to ensure supply of adequate industrial land to support JTC's short, medium and long term development needs and Singapore’s economic development.[What you will be working on]
Land Use Policy Development
Review existing land use policies and recommend new policies to support industrial restructuring or intensify land use that achieve land productivity, taking into account changing economic/business needs and trends while balancing the need to safeguard the resource for future needs.
Land Resource Planning and Management
Manage the JTC land stock to ensure the optimal use of land. This includes:
- Monitoring JTC land supply and making adjustments to support changes in demand through the various platforms (e.g. long term plan and master plan reviews);
- Buying land and doing lease top up to meet industrialists’ needs at the appropriate time;
- Right-siting companies who need land, taking into consideration the different types of land constraints e.g. water catchment, nuisance buffer, etc.;
- Put vacant land to interim use to optimise use of land and minimise holding cost.
Formulate and track land recycling plan to support the redevelopment of land that optimises its use. This includes conducting regular island-wide land expiry reviews and identifying sites for En-Bloc Redevelopment (EBR)/Selective Buy Back (SBB), as well as replacement sites for affected EBR lessees if necessary.
Geospatial Analyses and tools
Supervise and/or carry out geospatial analyses on various land-related issues to guide land planning strategies and policies, and create new GIS tools/enhance existing GIS tools to improve planning decisions.
Collaboration
Work closely with other divisions in JTC, such as:
- Engineering and project management colleagues to ensure land is prepared and made available in timely manner to meet industries’ needs;
- Cluster officers, architects and planners on master plans of new/rejuvenated estates, and to create innovative products and ideas for optimal land use and sustainable development;
- Cluster officers and policy and research officers to prepare land for iGLS and TOL launches.
Work with other agencies on land use matters to safeguard JTC’s interests, without losing the Whole-of-Government perspective. These range from rezoning cases to more complex land use policies.
Enhancing Productivity
Conduct regular reviews of work processes to ensure relevance and improve productivity including use of technology and automation.
Staff Development
Understand the aspirations and interests of staff and provide them with the support to deal with the challenges or issues that might be holding them back from achieving their goals, and to work with them on career development and progression.
[What we are looking for]
- Qualification in Economics, Business, Real Estate, Geography or any related to the built environment sector
- Training in geospatial analytics is an advantage
- At least 5 years working experience leading a team
- Possess strong communication skills with the ability to build effective and strong working relationships at all levels
- Strong leadership skills
- Excellent written and presentation skills required
