Job Description:
Parsons is seeking a seasoned and highly strategic Commercial Director to lead the commercial, financial, and contractual strategy of major infrastructure and construction packages on the landmark development in Tabuk, KSA. In this executive role, you will be responsible for safeguarding Parsons’ and the client’s commercial positions, driving profitability, managing large-scale variations, resolving complex disputes, and overseeing the financial close-out of mega-project contracts.
This position demands an industry leader with extensive experience navigating FIDIC or bespoke mega-project contracts, capable of driving commercial excellence and corporate growth in a fast-paced, high-stakes environment.
What You’ll Be Doing
Direct all pre- and post-contract commercial, financial, and contractual administration, ensuring full alignment with corporate objectives, main contract agreements, and joint venture parameters.
Lead the management, evaluation, and negotiation of complex variation orders, extension of time (EOT) requests, and high-value commercial claims.
Provide definitive strategic, financial, and contractual advice and risk mitigation frameworks to the Project Director, senior management, and client executive representatives.
Oversee the dispute resolution process, working closely with legal and executive teams to resolve conflicts amicably, efficiently, and with minimal commercial exposure.
Supervise the review and approval of monthly progress payments, final accounts, and the comprehensive close-out of major contractor packages.
Establish and maintain robust corporate contract and commercial management procedures, ensuring all strategic correspondence and documentation are meticulously logged to protect company interests.
Mentor and manage a high-performing team of quantity surveyors, contract administrators, commercial managers, and cost specialists.
What Required Skills You’ll Bring
Education: Bachelor’s degree in Quantity Surveying, Law, Civil Engineering, Commerce, or Construction Management.
Experience: Minimum of 20 years of post-qualification experience in contract administration, commercial management, and executive leadership on large-scale international mega-projects.
What Desired Skills You’ll Bring
Sector Experience: Prior experience working on NEOM or other Public Investment Fund (PIF) giga-projects within Saudi Arabia/the GCC region is strongly preferred.
Technical Skills: Deep expertise in standard international contract forms (especially FIDIC Blue/Red/Yellow books), Saudi procurement laws, and rigorous claims analysis methodologies.
Languages: Full professional proficiency in written and spoken English. Arabic fluency is an asset.
Soft Skills: Exceptional negotiation, executive leadership, and analytical skills, with the gravitas to interface effectively with senior client stakeholders and executive boards.
