## Systems Ownership Scope

As the designated System Owner, the engineer holds end-to-end technical accountability for the following mechanical utility systems across their full lifecycle — build, construction, commissioning, and operation:

  • Chilled Water – Medium-Temperature (MTCHW): centrifugal / screw chillers, primary-secondary or variable-primary pumping, cooling towers, and distribution to HVAC and process loads.
  • Chilled Water – Low-Temperature (LTCHW): low-temperature chiller plant serving process and dehumidification loads with tighter temperature control.
  • Process Cooling Water (PCW): closed-loop tool-cooling system — vertical/inline pumps, plate heat exchangers, filtration, chemical dosing, and detailed temperature/flow regulation according to tool specifications.
  • Ethylene Glycol (EG) / Low-Temperature Loop: sub-zero glycol refrigeration package(s), pumps, filtration, and distribution for process temperature control.
  • Associated cooling towers, water-treatment / chemical-dosing systems, expansion tanks, instrumentation, and BMS integration.
  • Shows readiness and capability to incorporate AI-powered tools into everyday engineering tasks. These include predictive maintenance, energy management, and data-driven optimization of mechanical utility systems. This supports Micron's AI transformation and smart manufacturing objectives.

## Construction Phase — Build, Delivery & Commissioning

  • Review the basis for the build, cooling-load calculations, and hydraulic sizing for chilled water, PCW, and EG systems against Micron global standards and applicable codes.
  • Define chiller plant configuration, redundancy philosophy, pumping strategy, and part-load efficiency targets (kW/RT, IPLV).
  • Review and challenge build deliverables: P&IDs, hydraulic models, pump/chiller schedules, and pipe routing for maintainability, hydraulic balance, and future tie-in capacity.
  • Review contractor submittals, method statements, and material approvals to ensure they meet Micron global standards and applicable engineering standards.
  • Lead / support equipment tender evaluations, including performance-guarantee and energy-savings considerations.
  • Specify water-treatment, filtration, corrosion-control, and chemical-dosing regimes to protect closed-loop water quality.
  • Coordinate contractors and OEM vendors during installation to confirm compliance with drawings and specifications.
  • Witness factory acceptance tests (FAT) for chillers, pumps, and heat exchangers; verify site acceptance testing (SAT).
  • Supervise pipework fabrication, welding, flushing, chemical cleaning, passivation, and pressure testing of chilled-water, PCW, and glycol lines.
  • Manage installation punch-lists, non-conformance reports, and coordination between mechanical, electrical, controls, and structural trades.
  • Verify isolation valves, drain/vent points, and LOTO provisions for safe maintainability of pumps, chillers, and exchangers.
  • Lead commissioning and system start-up; develop and complete commissioning protocols and qualification test plans.
  • Balance hydraulic loops; verify built flow, differential pressure, and delta-T across chillers, PCW loops, and EG circuits.
  • Assess temperature-control stability and capacity at point-of-use according to tool specifications; confirm chiller staging and plant sequence-of-operations.
  • Support tool-install hook-up, new mechanical utilities loop tie-ins to existing systems (managing risk and continuity), and utility readiness aligned to fab ramp achievements.

## Operational Phase — Operations, Maintenance & Budget

  • Act as the responsible O&M owner for assigned systems during their operational service life, ensuring safe and conscientious 24/7 availability.
  • Develop, own, and continuously refine the preventive (PM), predictive (PdM), and condition-based maintenance strategy using RCM / FMEA methodology.
  • Plan and schedule all maintenance activities via the SAP PM; manage work orders, PM compliance, backlog, and shutdown / turnaround planning.
  • Manage OEM service contracts, specialist vendors, and in-house technicians; define spare-parts strategy and critical-spares holding to protect uptime.
  • Own reliability performance (MTBF, MTTR, availability); lead breakdown response, root-cause analysis, and corrective/preventive actions to eliminate repeat failures.
  • Manage cooling-tower water treatment and Legionella-control programmes, chemical-dosing regimes, and closed-loop water-quality maintenance.
  • Continuously monitor system performance via BMS and drive optimization of energy (kW / efficiency), capacity, and stability against build intent.
  • Identify, justify, and deliver optimization and reliability-improvement projects with quantified return on investment, energy savings, and carbon-reduction benefits.
  • Manage system upgrades, capacity expansions, tie-ins, and end-of-life equipment replacement with minimal production risk and full change management (MOC).
  • Own chiller-plant efficiency (kW/RT) as the primary optimization benchmark: optimized staging, condenser-water reset, variable-primary flow, delta-T management, and AI-based plant optimization.
  • Take responsibility for, schedule, and estimate the annual maintenance operating budget (OPEX) for assigned systems including spares, consumables, service contracts, and labor.
  • Prepare the yearly budget submission with clear, data-driven justification; track actual spending against budget and manage variances monthly.
  • Build and justify the maintenance/repair capital (CAPEX) case for equipment replacement, overhaul, and reliability upgrades using lifecycle-cost analysis.
  • Drive cost optimization without compromising safety or reliability — negotiate service contracts, optimize spares inventory, and make data-driven repair-vs-replace decisions.
  • Report budget performance, savings, and cost indicators to management; ensure spending follows procurement and financial-governance requirements.
  • Support ISO 50001 Energy Management System requirements, energy audits, and reporting obligations under the Energy Efficiency & Conservation Act 2024 (EECA 2024).
  • Provide technical mentorship to engineers, technicians, and operators on assigned systems.
  • Represent Facilities in internal, corporate, customer, and third-party audits (e.g., ISO surveillance, customer quality audits) as system subject-matter expert.
  • Collaborate with process/tool-install, construction, and global facilities teams to align utility delivery with fab ramp schedules.

## Job Requirements

  • Bachelor’s Degree or equivalent experience in Mechanical Engineering, Mechatronics, or a closely related engineering field from a recognized university (accredited by MQA or Engineering Accreditation Council).
  • At least 5 years of mechanical or facilities engineering experience is required, focusing on central chilled-water plants, process cooling water, low-temperature glycol systems, and other mechanical utility systems.
  • Direct experience in a semiconductor, wafer-fab, data-centre, pharmaceutical, or other high-purity / critical cleanroom environment and able to support shift, weekend, night or emergency work when required.
  • Solid grounding in thermodynamics, fluid mechanics, heat transfer, and rotating-equipment fundamentals.
  • Having a Registered Energy Manager (REM) Type 1 or Type 2 certification under EECA 2024 is helpful for energy-related responsibility.
  • Holding a Project Management Professional (PMP®) or a similar certification is helpful for capital-project delivery and budget management.
  • Experienced in capital project delivery from concept build through commissioning and hand-over to operations, followed by long-term O&M ownership.
  • Hands-on experience owning an annual maintenance budget (OPEX) planning, forecasting, and cost control against target.
  • Solid understanding of BMS platforms, SAP PM, AI tools and AI-enabled ways of working to improve efficiency, productivity, and decision-making
