Under general direction, the Program Manager in the Office of Field Support, ClearPath Unit, performs complex administrative and professional work at the advanced level in managing the statewide ClearPath program. Responsibilities include program expertise, planning, policy development, coordination, quality assurance, and administration of the unit.  This position will provide direct supervision and oversight of ClearPath Child Welfare Consultants, to include management of all personnel activities, scheduling coverage assignments, monitoring work, reviewing cases and approving assessments involving safe children. Will be responsible for critical decision making as it relates to the acceptance of cases into the ClearPath unit and documentation of CPS assessments by the ClearPath Child Welfare Consultants, as well as authorizing closure of cases. 

Applicants must possess a valid WV driver’s license and reliable transportation. Travel may be required. Successful completion of a background check is required for employment. Preference may be given to candidates with a Master’s Degree in Social Work; demonstrated experience and expertise in child welfare, especially CPS; proficiency in the WV People’s Access to Health (PATH) system and WV Comprehensive Child Welfare Information System (CCWIS); knowledge and proficiency with Google Platform; and, excellent written and verbal communication, as well as public speaking to educate stakeholders about ClearPath practices.

Examples of Duties and Responsibilities Box:

• Provide consultation and policy interpretation to staff within the ClearPath unit, as well as internal and community stakeholders.

• Research, analyze, and apply federal and state legislation, policies, and procedures to ensure implementation and compliance.

• Review case documentation, risk and safety assessments, and ensure alignment with WV Code and BSS policy before recommending case closure, when necessary. 

• Identify practice trends through consultation and contribute to system improvement initiatives.

• Serve as a subject matter expert on child safety and risk assessment. 

• Participate in case reviews, quality assurance activities, and professional development opportunities.

• Manage and oversee issues of staff selection, development of staff and disciplinary action.  Plan and ensure appropriate training of consultants within the ClearPath program, as well as child welfare staff on issues relating to and impacting the ClearPath framework.
