Description

The Systems Administrator is responsible for the design, implementation, administration, monitoring, maintenance, security, and optimization of enterprise server and infrastructure systems supporting the Clerk of the Circuit Court and Comptroller. The position ensures the availability, performance, reliability, and security of infrastructure and business applications and contributes to the development and maintenance of standards, processes, procedures, and documentation for the technology environment.
The Systems Administrator works collaboratively with IT staff, business units, vendors, and other stakeholders to resolve complex technical issues, implement technology solutions, support business continuity and disaster recovery, and maintain a secure and resilient computing environment. The position may assist with the physical and environmental security of data center and server facilities and may participate in after-hours maintenance, incident response, or emergency recovery activities.
  • Design, configure, install, administer, maintain, and optimize physical and virtual servers, operating systems, storage, and related infrastructure.
  • Administer and maintain Microsoft Windows Server and Active Directory services, including domains, organizational units, group policies, permissions, DNS, DHCP, replication, and related identity services.
  • Support enterprise virtualization platforms and virtual machine environments, including provisioning, resource allocation, lifecycle management, monitoring, and troubleshooting.
  • Administer and support enterprise storage, backup, replication, and recovery technologies, including local and off-site or cloud-based solutions as applicable.
  • Monitor infrastructure availability, performance, capacity, security events, and system health; identify trends and take corrective or preventive action.
  • Provide advanced troubleshooting and diagnostic support for server, operating system, virtualization, storage, network, application, and infrastructure-related issues.
  • Support cybersecurity controls and infrastructure security, including endpoint/server protection, vulnerability remediation, access controls, logging, monitoring, patch management, and incident response activities.
  • Participate in the planning, testing, documentation, and execution of business continuity and disaster recovery processes.
  • Plan and perform operating system, application, firmware, and infrastructure upgrades while minimizing operational disruption.
  • Participate in technology projects from planning and design through implementation, testing, documentation, and transition to operational support.
  • Participate in capacity planning, lifecycle management, technology assessments, and the development of short- and long-term infrastructure strategies.
  • Develop, maintain, and enforce technical standards, configuration baselines, procedures, and documentation for systems and infrastructure.
  • Coordinate with vendors and service providers to troubleshoot issues, evaluate solutions, and support contracted services.
  • Act as a technical point of contact for assigned systems, applications, infrastructure, and internal customers.
  • Maintain accurate system documentation, diagrams, inventories, configuration records, and operational procedures.
  • Participate in maintenance windows, emergency response, and other operational activities that may occur outside normal business hours when required.
  • Perform other duties and responsibilities as assigned.
- Bachelor’s degree from an accredited college or university in Computer Science, Information Technology, Computer Engineering, or a related field; or an equivalent combination of education, training, and progressively responsible experience that provides the required knowledge, skills, and abilities.

- Seven years of progressively responsible experience in systems administration, infrastructure engineering, network/server administration, or a closely related technology field is preferred. Relevant experience may substitute for education where permitted by applicable County policies.

- Industry certifications in areas such as Microsoft, cloud technologies, virtualization, networking, cybersecurity, or related infrastructure disciplines are desirable. The employee is expected to maintain professional knowledge and pursue training and certifications appropriate to the position and the organization’s needs.

- A valid Florida Driver License is required.Knowledge, Skills, and Abilities
  • Strong knowledge of enterprise server operating systems, systems administration, virtualization, storage, backup, and infrastructure management.
  • Working knowledge of Microsoft Entra ID (formerly Azure Active Directory), on-premises Active Directory, hybrid identity and synchronization, Group Policy, DNS, DHCP, identity and access management, MFA, Conditional Access, and enterprise authentication technologies.
  • Knowledge of virtualization technologies and virtual infrastructure administration.
  • Knowledge of enterprise backup, replication, disaster recovery, and business continuity concepts.
  • Knowledge of cybersecurity principles, secure configuration practices, vulnerability management, patch management, access controls, and incident response.
  • Ability to analyze complex technical problems, identify root causes, evaluate alternatives, and implement effective solutions.
  • Ability to plan and execute system changes while assessing operational, security, and business impacts.
  • Ability to interpret technical documentation, system diagrams, logs, performance data, and vendor specifications.
  • Ability to prioritize competing technical issues and projects in a high-pressure operational environment.
  • Strong documentation, organizational, analytical, communication, and interpersonal skills.
  • Ability to communicate complex technical information clearly to technical and non-technical audiences.
  • Ability to work independently while also collaborating effectively with IT staff, management, vendors, and business stakeholders.

Technical Skills and Areas of Responsibility
Required / Core Competencies

  • Microsoft Windows Server administration and lifecycle management.
  • Microsoft Entra ID and on-premises Active Directory administration, including hybrid identity and synchronization, organizational units, security groups, permissions, Group Policy, replication, trusts, domain services, MFA, Conditional Access, and role-based access controls.
  • Enterprise DNS and DHCP administration, including forward and reverse lookup zones and related troubleshooting.
  • Server installation, configuration, hardening, patching, monitoring, and troubleshooting.
  • Virtual server and infrastructure administration.
  • Enterprise backup, recovery, and disaster recovery technologies.
  • Server and infrastructure security, including endpoint/server protection and security monitoring.
  • Enterprise storage technologies and storage capacity management.
  • Network fundamentals sufficient to diagnose and resolve server and infrastructure connectivity issues.
  • Systems documentation, change management, configuration management, and operational procedures.
Desirable / Additional Competencies
  • Linux/Unix server administration.
  • Enterprise NAS/SAN and storage networking.
  • Cloud and hybrid infrastructure services.
  • Microsoft Exchange or Microsoft 365 administration.
  • Network routing, switching, wireless, firewall, and VPN technologies.

  • Experience supporting public-sector, court, legal, records-management, or other regulated environments.

Minimum Requirements
  • Experience managing systems and infrastructure in a multi-server or multi-site enterprise environment.
  • Experience participating in small- to medium-sized technology projects in a cross-functional environment.
  • Experience with disaster recovery planning, testing, and execution.
  • Demonstrated ability to manage multiple priorities and meet established deadlines.
  • Strong teamwork, interpersonal, verbal, and written communication skills.
  • Ability to work independently, exercise sound judgment, and take ownership of assigned responsibilities.
  • Ability and willingness to respond to critical infrastructure or security incidents and participate in scheduled or emergency maintenance activities when required.
  • Ability to learn new technologies and apply them effectively to organizational requirements.
  • Strong technical documentation skills.

Physical Requirements
While performing the duties of this job, the employee may be required to stand, walk, sit, use hands to finger, handle, or feel, and communicate effectively. The employee may occasionally need to reach, climb, balance, bend, kneel, or work in equipment or data-center environments. The employee must be able to safely lift and/or move equipment or materials weighing up to 25 pounds. Specific vision requirements include the ability to work with computer displays and equipment at varying distances and to adjust focus.
